Qualifications


KEY QUALIFICATIONS

  • Experience managing contracts and/or purchasing in a Texas state agency.
  • Experience coordinating and/or overseeing projects or team activities.

HERE’S WHAT YOU’LL BE DOING...

  • Provide oversight of purchasing and contracts staff, perform highly advanced budgeting work, and coordinate budget, financial, and grant support for the Water Quality Planning (WQP) Division of the Office of Water of the Texas Commission on Environmental Quality (TCEQ).
  • Assign, distribute, and oversee workloads of the Contracts and Purchasing Team, to establish goals, ensure quality of work product, and that timelines are met. Lead, instruct, and guide staff on matters, or procedures, related to budgets, contracts, and procurement, as well as processes for the various functions of the section.
  • Complete and oversee personnel management functions, which involve interviewing and hiring, staff development activities, including training staff regarding appropriate practices and policies, performance management, and establishing team goals and objectives. Ensure compliance with EEO/ADA policies and objectives and core training for staff.
  • Perform highly advanced budgeting work by planning, organizing, coordinating, and preparing guidelines for purchasing and contracts. Coordinate budget development with all sections, division budget liaison, and in tandem with the grants staff. Monitor contract encumbrances. Review and update procurement, requisition, and ordering procedures; review and approve bid invitations to vendors; oversee purchasing in auditing and review of the validation and receipt of purchases.
  • Provide budget and financial support, including the incorporation of federal grant funds with different match amounts and types. Maintain expenditure data tracking systems to ensure efficient operation and timely reporting. In coordination with the division budget liaison, respond to budgetary inquiries and conduct research related to financial activities to define problems and provide the basis for management decisions. Develop, and propose, recommendations for operational, or efficiency, improvements.
  • Prepare procurement, budget, contract, and management reports. Perform reconnaissance of purchase request library to plan and evaluate purchasing program activities. Prepare and complete special reports as assigned.

EDUCATION & EXPERIENCE

  • Experience in the administration of a program relevant to assignment.

OR…

  • Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.
