Position Overview

The Illinois Environmental Protection Agency (EPA), Division of Laboratories, Springfield Combined Laboratory is seeking a candidate to serves as an Executive I. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Function 1

35% 1. Serves as Project Liaison for the Environmental Protection Agency (EPA), Division of Laboratories (DOL).

  • Coordinates projects and samples for Public Water Supplies (PWS).
  • Performs front line technical assistance in compliance schedules and reports for Public Water Supplies and Compliance Assurance Section (CAS), EPA.
  • Reports drinking water results utilizing LIMS (Laboratory Information Management System) and Lab to State, Safe Drinking Water Information System, (SDWIS).
  • Utilizes Safe Drinking Water Information System (SDWIS) and Drinking Water Watch to assist Public Water Supplies and CAS in updating changes occurring in personnel, monitoring requirements and bottle maintenance.
  • Performs communication functions related to CAS and PWS compliance activities to issues.
  • Consults with Laboratory Project Manager regarding program compliance, changes, issues, and updates.
  • Tracks and maintain sample counts for Public Water Supply samples.

Essential Function 2

25% 2. Serves as liaison with for the organization of the Community Water Supply Testing Program (CWSTP).

  • Maintains the laboratory Public Water Supply sign-up and invoicing.
  • Tracks and maintain the financial information related to Public Water Supply invoices.
  • Prepares sample collection sheets, coordinate, and track outgoing shipments of PWS samples, ensuring samples are collected and received within specified monitoring periods.

Essential Function 3

20% 3. Assists the Division Manager, Supervisors, and staff with Project Manager.

  • Assists with the coordination of laboratory programs to assist Bureau’s project managers.
  • Develops and edit laboratory documentation to assure Program protocols are being followed within the Division.
  • Assists in research and implementation of new standards, methods, and procedures.
  • Assists management with ways to improve efficiency and optimize the laboratory processes.

Essential Function 4

10% 4. Collaborates on reports of Program issues, and audit findings for presentation to the Division Manager.

  • Investigates and offers recommendations to laboratory management for cost analyses review, and data integrity.
  • Serves as backup for the LIMS (Laboratory Information Management System).

Essential Function 5

05% 5. Assists with training programs and workshops for Springfield Combined Laboratory and Bureaus Personnel.

  • Helps determines training needs and develops training programs.
  • Participates in meetings to assure operating procedures, and the Laboratory Programs are properly implemented.

Essential Function 6

05% 6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Specialized Skills

Of the one-year of required experience: requires one year of experience in the utilization of Laboratory Information Management Systems (LIMS), to include creating PWS clients, projects, and schedules; utilizing laboratory databases; in Laboratory Analytical Techniques and Laboratory Programs; in interpreting and applying Safe Drinking Water Information System, (SDWIS) and in tracking and maintaining sample counts for Public Water Supply samples

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in Chemistry at a recognized college or university.
  • Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

  • Prefers at least (1) one year of experience in the utilization of Laboratory Information Management Systems (LIMS), to include creating PWS clients, projects, and schedules.
  • Prefers at least (1) one year of experience utilizing laboratory databases.
  • Prefers at least (1) one year of experience in Laboratory Analytical Techniques and Laboratory Programs.
  • Prefers at least (1) one year of experience in interpreting and applying Safe Drinking Water Information System, (SDWIS).
  • Prefers at least (1) one year of experience in tracking and maintaining sample counts for Public Water Supply samples.
  • Prefers ability to analyze administrative problems and adopt an effective course of action.
  • Prefers ability to develop, install and evaluate new and revised methods, procedures, and performance standards.
  • Prefers ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
  • Prefers ability to develop and maintain cooperative working relationships.

Conditions of Employment

  • Requires a valid and current appropriate drivers’ license.
  • Requires the ability to travel in performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
  • Requires ability to pass a name-based background check.
