This position is located at the DCF Headquarters in Tallahassee in the Office of Information Technology Services

General Summary

The Florida Department of Children and Families (DCF) is seeking a qualified candidate for a Systems Project Analyst within the Office of Information Technology Services (OITS).

This position is full-time on-site at DCF Headquarters in Tallahassee, FL.

Essential Duties/Responsibilities

  • Participate in the development, configuration, and delivery of new information systems and interfaces, as well as the daily support, maintenance, and enhancement of existing information systems and interfaces to directly support the Department's mission.
  • Serves as a liaison between IT and the REACH office to define application software and interface requirements.
  • Coordinates and assists with system and data integration initiatives.
  • Works in conjunction with technical staff in the development of design specifications and testing plans.
  • Provides technical and consultative support. This support varies from project to project. It may be in the form of monitoring visible initiatives, performing risk management, identifying opportunities for improving quality and/or efficiency of services, conducting technical research and feasibility studies, managing special projects, or performing special tasks.
  • Utilizes Agile methodology values, principles, and practices to plan, manage, and deliver solutions for the ESS IT team; provides training, mentorship, and support.
  • Prepare or assist in the preparation of user documentation or instructions. Conduct training or provide materials for training of staff relative to systems.
  • Ensures that system documentation is kept up to date including configuration management database entries, application portfolio documents, diagrams, flowcharts, and other officially approved system documentation artifacts.
  • Performs other duties as required.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university in computer science, information technology, or a relevant field; or four years’ working experience in related fields.
  • Proficient knowledge and skills with Microsoft Office products.

Preferred Qualifications

  • Knowledge of health and human services programs such as Medicaid, SNAP, and/or TANF.

Required Knowledge, Skills, and Abilities

  • Knowledge of computer programming and systems analysis and design principles and practices.
  • Knowledge of techniques of systems analysis and design.
  • Skilled in flowcharting and process modeling techniques.
  • Skilled at writing documentation and user manuals.
  • Ability to understand technical subjects and emerging technologies relevant to the organization.
  • Ability to process information logically, analyze and interpret data.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate technical information effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Experience with Azure DevOps, Team Foundation Server, Jira, or similar work item tracking system.
  • Experience with SQL, Postgres, and/or Oracle database systems.
  • Experience in DevOps, Agile, and/or Scrum methodologies.

BACKGROUND SCREENING REQUIREMENT: It is the policy of the Florida Department of Children and Families that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S.
