This is a full-time OPS position, with regularly scheduled hours of Monday-Friday 8:00 a.m. to 5 p.m.

Candidates with part-time availability of at least 25 hours per week will also be considered.

This Systems Project Consultant position is to be filled at a rate of $25/hour, non-negotiable.

This position may involve travel-related activities from 1-25%.

The goal of Medicaid Program Integrity (MPI) is to protect the Medicaid Program from Fraud, Abuse and Waste.

The Bureau of Medicaid Program Integrity does this specifically through audits and investigations of healthcare providers suspected of engaging in fraudulent or abusive behavior, as well as overpayment recoveries, administrative sanctions, and the referral of suspected fraud or other criminal activities for law enforcement investigation.

The Data Analysis Unit is a dynamic and fast-paced unit within MPI that works closely with other units to serve the overall bureau mission.

To address the complexity and scope of fraudulent and abusive behavior in the Florida Medicaid program, the Data Analysis Unit is responsible for developing novel methods and technologies to fight fraud, abuse, and waste.

To do this, the highly collaborative and innovative unit relies on a team with diverse educational and experience backgrounds.

This position requires a strong background in data science/statistical methods as well as a desire to innovate.

The selected candidate will assist in detecting and developing leads related to fraud, abuse, and waste through research and analysis of complex health and business-related data.

Included in the functions of this position are activities such as:

• Compiling, cleaning, and processing data from unstructured sources

• Utilizing large data sets from structured data sources such as data warehouses and public data repositories

• Creating analysis pipelines that integrate data from many independent sources (both structured and unstructured)

• Building high quality models to generate leads for investigation

• Writing SQL queries/stored-procedures in Microsoft SQL Server and Oracle SQL Developer

• Performing complex analysis in statistical programming languages such as R, SAS, and Python

• Creation of interactive data visualization in tools such as Tableau, Power BI, or R Shiny as well as generating static data reports

What is OPS employment?

OPS employment is a temporary employer/employee relationship used for accomplishing short term or intermittent tasks. OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignment, and terminations at the pleasure of the agency head or designee.

OPS employees do not serve probationary periods or become permanent in their positions because they serve at the pleasure of the agency head.

KNOWLEDGE, SKILLS, AND ABILITIES

• Excellent programming skills in SQL.

• Excellent programming skills in Python or R

• Experienced with advanced mathematical and statistical concepts

• Ability to troubleshoot and debug code efficiently

• Knowledge of data mining principles, practices, and techniques

• Understanding of various machine learning methods and their practical application

• Ability to correctly identify, analyze, and interpret trends or patterns in complex data sets

• Ability to communicate technical observations or concepts to non-technical stakeholders

MINIMUM QUALIFICATIONS REQUIREMENTS

• Two years of experience in an analytical field with a focus on programming or statistics.

•Two years of experience working with large data sets that may include data warehouses and public data repositories.

•Three years of experience in SQL, as well as Python or R.

•Two years of experience in Microsoft Excel including functions, PowerQuery, data models, and VBA.

Preference will be given to candidates with a graduate degree from an accredited college or university in data analysis, informatics, business intelligence, mathematics, statistics, actuarial science, biomedical science, or a substantially similar academic discipline.

•Experience as described above can substitute on a year-for-year basis for the preferred college education

• Two years minimum of recent verifiable employment is required
