DUTIES AND RESPONSIBILITIES:

This is a highly responsible position within the Bureau of Human Resources that assists with the direction, organization, operation, and strategic analysis of all recruitment and staff development efforts within the Department of Elder Affairs. This position requires occasional travel.

This position assists the Recruitment and Staff Development Coordinator with the duties and responsibilities listed below. This position may take the lead on any project as required.

Training and Staff Development

  • Enhance DOEA Course Catalog and develop streamlined course registration and course request system.
  • Assists with the delivery and enhancement of statewide management and supervisory training programs for DOEA employees.
  • Develops, modifies, and maintains the Department's training records systems including Departmental training, HIPAA, Harassment Prevention, and Florida Sunshine Law and Public Records Act.
  • Develops and delivers new and innovative training programs as required, receives input from all portions of the Department, and conducts needs assessments to close gaps in employee development.
  • Incorporates enhancements into the training program based on proven practices.
  • Represents training and development interests in meetings with Headquarters and District Personnel, Department Managers, the Department of Management Services, and other state agencies, consultants, contractors, and vendors. Responsible for managing the impact of policy and procedural changes that affect Department training.
  • Facilitates increased productivity of the Department and employees by consulting statewide and across organizational and program lines with managers and employees to identify organizational training needs, issues, and performance improvement opportunities.
  • Works with management, vendors, and internal instructors to coordinate the continuous updates of Department training programs.
  • Identifies and recommends new training programs, tools, media, methods, and technologies for use by the Department.
  • Develops, updates, and modifies training curriculum to ensure they are always consistent with current Personnel rules, regulations, policies and procedures.
  • Completes all assigned tasks following their priority and importance to the overall function of the Department's training programs.

Employee Engagement

  • Develops, implements, and analyzes the results of employee engagement and post-training surveys to determine the efficacy of training and staff development efforts.
  • Follows up with employees and their supervisors to identify developmental needs and provides the recruitment and staff development coordinator with recommendations for improvement.

Staffing Organizational Units

  • Represents the Department by assisting with talent recruitment activities at colleges and universities. These efforts include networking with university programs, attending job fairs, and developing marketing materials to promote Elder Affairs as a great place to start a career.
  • Posts People First job advertisements on college and university platforms.

Administrative Other

  • Identifies internship and partnership opportunities.
  • Purchases and maintains inventory for recruitment and training events.
  • Schedules events, programs, and activities.
  • Effectively manages multiple tasks ensuring that all are completed in a timely manner.
  • Performs other duties as required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Possesses exceptional communication skills and effective presentation skills.
  • Skilled in the use of word processing and other software applications.
  • Ability to deal effectively with internal and external customers in a professional and courteous manner.
  • Ability to understand, apply and interpret Personnel related rules, regulations, policies, and procedures.
  • Ability to organize and use available resources effectively, set and meet time schedules, delegate responsibility, communicate assignments clearly and effectively, and meet deadlines with a quality product.
  • Ability to research, gather and analyze data and prepare position statements, reports, or papers on special topics; Routinely researches existing and proposed legislation, policy, procedures, etc., to determine the impact on the Department's Training and Development program; Additionally, reviews these items for impact on Human Resource policies and procedures.
  • Ability to develop training plans and materials and to communicate training materials to technical and non-technical staff.
  • Ability to communicate effectively orally and in writing; Produces technically accurate and professional correspondence in support of programs for which the position is responsible.
  • Ability to maintain strict confidentiality.

Preference will be given to the Department of Elder Affairs employees.
