The Work You Will Do:

The Environmental Specialist III position is responsible for managing grants in the Resilient Florida Program. The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms and localized flooding. 

The program will administer the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. The program will include sections devoted to planning, grant and budget management, technical support and data management.

Your Specific Responsibilities:

This is an intermediate-level environmental position. Utilizing knowledge of the Statues and Regulations governing the Resilient Florida Program this position will:

Assists in the implementation of planning activities which involve the collection, analysis, and development of data focusing on the effects of climate change, flooding, and sea level rise as it affects critical assets in statewide communities. Activities include the observation of current conditions and identification of actions that can be taken to adapt to future sea levels, increased storminess, flooding, and climate changes. This will require conducting research to identify compliance actions required to meet the statutes and regulations for the Resilient Florida Program.

Assist in the development and implementation of statewide measures to assist communities in completing vulnerability assessments and implementing adaptation projects.

Assist the grant management staff for the Resilient Florida Program in the Office of Resilience and Coastal Protection.

Coordinate directly with other DEP staff, federal agencies, and local authorities to facilitate successful completion of grants and projects. 

Coordinate and report on status of projects through all phases including completion. 

Assist team leader with grants and projects assigned. 

Coordinate the review, approvals, and processing of administrative and technical aspects of assigned projects. 

The position also coordinates with the other sections and program areas in the Department in pursuit of the overall mission. 

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

• Knowledge of contract and grant management or other procurement processes
• Knowledge of OCULUS or other electronic document management systems
• Knowledge of the terminology and practices of natural resource management and environmental protection
• Skilled at planning, organizing, and coordinating work priorities and managing time efficiently
• Skilled in methods of collecting, compiling, organizing, and analyzing data
• Skilled in the use of current forms of electronic communication and data management software and equipment
• Skilled (high proficiency) in the use of current personal computers and applications, particularly the entire Microsoft Office Suite
• Skilled in typing reports and information into spreadsheets and electronic documents
• Ability to consistently demonstrate positive and effective teamwork
• Ability to exercise sound independent judgment and utilize problem-solving techniques
• Ability to demonstrate professional and effective written and verbal communication
• Ability to understand and apply applicable rules, regulations, policies, and procedures to assigned projects
• Ability to plan, organize, and direct group activities.

Minimum Qualifications:

• Florida Certified Contract Manager Certification or ability to obtain within 1 year of hire.
• Associate’s degree from an accredited college or university and five years of verifiable related experience OR any combination of post-secondary education and verifiable related experience, as described above, for a total of seven years.
• A valid driver’s license.
• Ability to travel overnight with or without accommodation.
