POSITION DESCRIPTION: Coordinate and assist with State Specifications Office and Districts in the development, review, and recommendation of modified special provisions and supplemental specifications for maintenance contracts. Coordinate in the development of maintenance contract pay items. Coordinate with Central Office, Districts, and Federal Highway Administration (FHWA) in the review and update of Pre-Event Scopes of Services to be used for contracts procured in advance preparation for emergency declaration events.

Coordinate and supervise staff in responsibilities associated with Contract Default, Contractor Declaration of Non-Responsibility, Surety Takeover, Bankruptcies, Bid Withdrawals, Investigations, and Audits. Communicate with Florida Department of Transportation (FDOT) Districts and General Counsel, coordinating efforts in drafting and processing default and non-responsibility actions. Monitor and record suspensions on the suspended contractors list for maintenance contracts.

Provide and supervise staff in coordinating, researching, and responding to the State of Florida Rest Area Program related issues. Respond to comments and questions received related to the Rest Area Program. Perform duties as required to comply with the Florida Statutes for contracting of monuments and memorials honoring military veterans at rest areas.

Update and maintain procedures titled: a) Maintenance Contract Administration, Inspection, and Reporting; b) Rest Area, Welcome Center, and Truck Comfort Station Management; c) Monument/Memorials on DOT Right of Way; d) Contractor Non-Responsibility for Maintenance Contracts. Includes review and analysis of the procedure and coordination with Office of Maintenance (OOM) and the Districts in drafting proposed revisions, and coordination with Policy & Process Management and General Counsel in the official procedure review and approval process. Assist with review of other procedures as needed.

Organize, chair, conduct, and document Maintenance Issues Group (MIG) teleconference meetings. Supervise staff in data collection and documentation of the meetings.

Perform and supervise staff in coordinating system functions for AASHTOWare system modules, including system development, training, and application and security coordinator responsibilities. Supervise staff for the development and maintenance of a variety of electronic contracting systems and tools used for maintenance contracting administration.

Perform and supervise staff in reviewing contract administration documentation to determine the effectiveness of Districts’ processes to ensure compliance with procedures.

Coordinate with Districts and the Florida Department of Corrections (FDC) in the review and execution of the Master Agreement and Local Agreements for inmate labor. Act as a liaison to resolve issues that have statewide impact or cannot be locally resolved.

Develop, implement, and deliver training related to maintenance contract development and administration.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Department’s maintenance contracting program; Knowledge of the Department’s rest area program, and inmate labor program; Skilled in the use of AASHTOWare system modules, Internet, FDOT Employee Portal, Microsoft Office Suite, and FDOT Mainframe applications; Skilled in communicating verbally and in writing; Ability to review and write Maintenance Modified Special Provisions and Supplemental Specifications to correlate with Standard Specifications for Road and Bridge Construction; Ability to supervise staff; Ability to research, analyze and determine solutions; Ability to perform in-person and virtual training and speak before groups of people; Ability to prioritize work.

OTHER JOB RELATED REQUIREMENTS: This position will be required to respond before, during and following emergency situations.

MINIMUM QUALIFICATIONS: Obtained a High School Diploma or Certificate of High School Equivalency.
