Job Summary:

This position will be responsible for assisting in the administrative effort required to oversee and provide technical and specialized assistance with Commercial Vehicle regulations and the online permitting system (Epro). Provide technical knowledge/expertise, development, and feedback regarding Administrative Rules; Title 28 laws regarding movement and credentialing of commercial vehicles; assistance with training and development of new policies and/or processes, Implementation training of internal and external customers on new policies and/or processes, Implementation and possible development of new Department policies, new data, and on-line permitting requirements, provide assistance and technical knowledge statewide for internal and external customers. Examine vehicle registrations and other documents to determine authenticity. Issue permits and calculate, collect appropriate fees and taxes, and complete associated cash reconciliations. Is responsible for the security of cash receipts, information, and a wide variety of accountable forms. Regulates, through permit issuance, domestic and foreign-based commercial vehicle traffic entering and exiting the State. Performs duties that involve continual public contact, which may involve face-to-face contact with irate individuals. Must possess the ability to prepare presentations and interact with the public. This position will be responsible for the accuracy and timeliness of all work products, tracking, and monitoring of information.

Overnight travel is required. A background Check is required.

Job Duties:

Performs highly complex and specialized administrative work in preparing weekly and monthly reports, internal and external professional and legal correspondence, the development and modification of forms; technical assistance and guidance related to rule, regulation, and policy interpretation, and maintenance of all record-keeping activities.

Answer various inquiries pertaining to motor vehicle administrative rules, regulations, federal and state statutes, policies, and procedures. Resolves customer issues, problems, and/or concerns. Provides information to representatives of other states motor carrier entities, transportation personnel, law enforcement agencies, T&R offices, and other governmental entities. Provides motor carrier customer contact, follow-up, and information referral service relative to the ECD Enforcement programs.

Liaisons with law enforcement agencies, and IT personnel (programmers and techs) in handling needs, responding to questions, and providing necessary administrative assistance. Also coordinates general business and logistical matters, consulting with unit supervisors on administrative problems and procedures, and assists in developing and instituting improvements and modifications.

Issues applicable permits, routes over-dimensional loads, and collects appropriate fees and taxes. Reconciles cash receipts and prepares daily deposits. Must identify when enforcement actions are required and refer the problem to an enforcement officer or supervisor. Examines motor carrier vehicle registrations and related documents to determine authenticity.

Prepares appropriate reports per agency and ECD requirements. Communicates pertinent motor carrier size/weight, permit, and other related information through electronic, written, or oral means with peers, supervisors, other agencies including other governmental agencies, and the public. Attends various meetings, conferences, and training sessions.

Establish and maintain professional, effective oral and written communications with vendors, contractors, municipalities, local/public, and other sections within the state. Compose Professional correspondence and presentations. Utilized word processing, spreadsheets, databases, and presentations programs including those in the Microsoft Office Suite and Google Suite.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles and practices of sound, current business practices, and effective office management, including quality processes, presentation techniques, and resolution
tactics; methods, tools, and objectives of police administrative, but not limited to computerized data searches, and related procedures.
  • Electronic and computerized information search, retrieval, and storage methods.
  • Confidentiality sufficient to recognize actions that may compromise the integrity of file documents; and applicable state and federal statutes, laws, rules, regulations, policies, and procedures necessary to ensure that guidance offered remains in conformance with established requirements.
  • General knowledge regarding established law enforcement practices and procedures.
  • Police Department functions, organization, mission, procedures, objectives, policies, rules, and regulations particularly those applicable to law enforcement.
  • Practices of computer applications and software; of Spillman Computer Aided Dispatch (CAD) Records Management System (RMS), Query Analyzer, Livescan, and Armani.
  • Federal OSHA, State and County regulations and policies regarding safe work practices.
Skills in:
  • Skill in the use of computer software programs, including word processing, spreadsheets, and databases.
  • Use of computer, keyboard, and devices; operation of standard office and technical equipment.
  • Effectively communicate both orally and in writing; read, comprehend, and interpret complex written materials such as statutes, rules of criminal procedure, etc.
  • Maintain working relationships with other agency divisions, the public, employees, and contractors.
  • Strong math, critical thinking, research, and complex analysis.
  • Problem-solving and conflict resolution, interpersonal and employee relations.
  • Multi-tasking and time management of multiple and sometimes competing priorities and deadlines.
  • Decision making; oral and written communication in the preparation of clear concise reports, correspondence, and powerpoint presentations.
  • Google Workspace programs.

Selective Preference(s):

Experience and/or comprehensive knowledge of administrative experience with a least 3 years of experience. CSR permitting experience.
Experience with Google Suite.

Pre-Employment Requirements:

Must have and maintain a valid Arizona driver's license.

As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. The license must be current, unexpired, and neither revoked nor suspended.
