Position Title: Clinical Services & Systems Office Manager

Salary: $29.50/hour; $57,525 Annual*

Pay Grade: M2

FSLA:Non-Exempt

Division:Clinical Systems & Services

Union Status: Non-Union

  • Based on 37.5-hour work week/1,950 annually

POSITIONSUMMARY

With minimal direction and supervision, the Clinical Services & Systems Office Manager will manage day to day operations in the clinic. Oversee and assists with coordinating complex and integrated clerical, computer, communication, health information systems, medical billing and quality assurance for Clinical Service & Systems and Health Promotion & Wellness division.

Provides direct supervision of Clinic Services & Systems staff and subcontracted personnel.

This position is mostly self-directing and under the direct supervision of the Director of Clinical Services & Systems and Health Promotion & Wellness.

ESSENTIAL FUNCTIONS:

  • Oversee the work of all office employees to ensure they work productively and meet deadlines and company standards.
  • Counsels any office employees struggling in their roles.
  • Participates in the hiring process and training process of new office employees.
  • Oversees scheduling of office staff.
  • Oversees the maintenance, compliance, effectiveness and integrity of health information systems.
  • Knowledge of health information systems, electronic medical records and medical billing.
  • Participates with the research, planning, implementation and evaluation of new health information systems.
  • Knowledge of current HIPAA guidelines.
  • Develops, maintains, and updates policies and procedures.
  • Attention to detail, organized and possess problem-solving skills.
  • Monitors office supplies, request for supplies, and places request for supplies with appropriate personnel.
  • Reports office progress to senior management and works with them to improve office operations and procedures.
  • Assists Clinical Services & Systems and Health Promotion & Wellness management team. with the deliver y of supportive services for assigned services and programs.
  • Assists Clinical Services & Systems and Health Promotion & Wellness management team with training and guidance of staff upon request.
  • Serves as a liaison to state, regional, and community agencies, groups, and individuals.
  • Participates in the development of new initiatives, grants, and proposals.
  • Participates in the monitoring of service, grant and/or subcontractor activities.

Job Requirements:

JOB REQUIREMENTS AND QUALIFICATIONS

A Bachelor’s Degree in Health or Human Services Management or Health Information Systems , and one (1) year customer service experience in an approved clinical setting. One (1) year leadership experience preferred, OR

An Associate’s Degree in an approved related field and (4) four years’ experience in customer service with the public in an approved health care clinic setting (public health preferred) and one (1) year leadership experience preferred

  • Excellent verbal, written and verbal communication skills.
  • The ability to effectively handle difficult client situations.
  • The ability to be flexible and exercise initiative in planning, implementing, and evaluating programs, services, and staff.
  • The ability to work cooperatively with a team of multi-disciplinary healthcare professionals. Must have the ability to learn a variety of electronic information systems and have a working
  • knowledge of standard office applications including MS Outlook, Word, and Excel.

ESSENTIALPHYSICAL/COGNITIVEABILITIES

  • The ability to sit, flex, stand, reach, and bend.
  • The physical strength to lift, carry, and transport materials/equipment that are equivalent thirty (30) pounds.
  • Visual acuity, auditory ability, and clear written and verbal communication ability.
  • Manual dexterity and the ability for data input into various computer programs.
  • The ability to maintain professional behavior at all times.

SPECIAL REQUIREMENTS

  • Must reside within St. Clair County, IL or be willing to relocate to St. Clair County within six (6) months from hire date.
  • Must have a personal cell phone to download County IT Security Application onto for IT credentials.
  • The ability to work necessary hours to meet the position requirements including evenings and/or weekends as assigned.
  • May require provision of services at off-site locations.
  • A valid Driver's License.
  • A dependable automobile for use in position.
  • Auto insurance in effect with minimum limits of liability of $300,000 Combined Single Limit for Bodily Injury and Property Damage OR minimum split limits of liability of $100,000 Bodily Injury each accident, $300,000 Bodily Injury each policy year and $100,000 Property Damage each accident, as per County Policy.
  • Adherence to all local, state, and federal regulations pertaining to OSHA guidelines.
  • Health Department employees:
    • Must be current on CDC Healthcare Personnel Vaccine Recommendations, which include Hepatitis B, MMR (Measles, Mumps Rubella), Td/Tdap (Tetanus/Diphtheria/Pertussis), Varicella (chickenpox) and Meningococcal if over 65. Influenza and COVID vaccines are recommended and encouraged, but not required at this time and maybe subject to change.
    • Are required to have a TB test upon hire and at separation of employment.
  • All employees must adhere to the St. Clair County Personnel Code.
  • Position contingent upon continued grant funding.
