Job Description:

Salary commensurate with experience. This is a temporary position.

The Field Office Specialist has a primary responsibility to work with the Workforce Development Group Program Coordinator and Field Office Supervisor to ensure that the Field Offices provide a level of customer service sufficient for the Group to meet federal, state, and local program goals. This position is important to the Workforce Development Group’s ability to maintain a high degree of integrity in two critical areas of WIOA Title I and Trade: compliance and quality of service.

PRINCIPAL DUTIES:

Maintain knowledge of Workforce Innovation & Opportunity Act (WIOA) Title I; Trade Adjustment Act (TAA) and successor programs; customized training programs and related federal, state, and local policies and regulations.

Assist in the development of customized training monitoring tools and conduct monitoring as appropriate to ensure compliance with all regulations and assurances as defined in the monitoring tool. Recommend corrective action or improved practice based on monitoring.

In conjunction with the Workforce Development Program Coordinator and Field Office Supervisor ensure staff competency on all relevant programmatic areas including intake, eligibility determination, enrollment, placement, and invoice processing.

At the direction of the Workforce Development Program Coordinator deliver regular programmatic training to Career and TAA Specialists to ensure effective service delivery.

Coordinate program operations with workforce system partners.

Work with the Field Office Supervisor to provide oversight of client cases to attain employment goals.

Counsel and coordinate with human and social service providers to expand customer assistance.

Work with the Field Office Supervisor to develop and maintain a global performance management system to ensure negotiated performance measures are met. Convey performance outcomes to the Field Office Supervisor and Workforce Development Program Coordinator.

Work with the Field Office Supervisor to maintain electronic recording and reporting on registrations, enrollments, placements, retentions, and other data relevant to customer services and performance usable for program compliance and quality review.

Monitor record retention systems, as required by federal, state, and local regulations and procedures.

Help coordinate the generation and distribution of appropriate reports to the Executive Director, Workforce Development Program Coordinator, other management staff, appropriate local officials, the Mid America Workforce Investment Board (MAWIB), and state and federal agencies.

Help ensure that all internal and federal, state, and local reporting is timely and accurate. Ensure the integrity of all federal and state reporting into the DCEO data collection system for federal and state reporting. Help train staff on guidelines for data collection to further assure the accuracy of records and compliance with federal, state, and local requirements as directed by the Workforce Development Program Coordinator.

Assist in conducting all internal and external programs monitoring including a comprehensive review of all activities, systems and controls for compliance and quality of service issues. Use on-site monitoring, desk, file reviews, or client and service provider interviews to assure program quality and compliance with federal, state, and local laws, standards, and practices. This includes assisting WIOA Accountant with fiscal reviews and scanning, copying, and filing of related documents.

Assist in review of WIOA, Trade, and Youth files for eligibility, exits, and follow up. Assist staff and vendors as necessary to procure appropriate and timely information for eligibility determination, exiting and follow up. Assist staff and vendors as needed to understand eligibility, exit, and follow up requirements for programs.

Report all findings related to program compliance and quality of service issues to Workforce Development Program Coordinator.

Assist in conducting follow-up monitoring reviews to determine and report on the effectiveness of corrective actions or modified procedures and practices initiated by the Workforce Development Program Coordinator.

Compile data in routine and special report formats for submission to the Workforce Development Program Coordinator.

Perform other duties as assigned.

Job Requirements:

This position is considerably complex, requiring a variety of supervisory, human relations, communication, organizational, analytical, and problem-solving skills.

KNOWLDGE, SKILLS, AND ABILITIES:

Detailed knowledge of Workforce Innovation and Opportunity Act (WIOA) Title I, Trade Adjustment Act (TAA), and their successor programs and related federal, state, and local policies and regulations.

Knowledge of program goals, procedures, program cycles, performance standards, and quality of service issues relevant to program operations.

Ability to assist staff toward common goals and objectives with high ethics and professionalism.

Ability to train and monitor Career and TAA Specialist to ensure competency and that program requirements are met.

Ability to communicate effectively, in oral and written form with internal and external constituencies.

Ability to communicate and maintain a functional relationship with federal, state, and local officials, including the MAWIB.

Knowledge of reporting systems, including computerized networked systems sufficient to maintain the operation of such systems either directly or through use of procured services.

Ability to function in all DCEO and IWDS programs and applications associated with WIOA and Trade programs.

Ability to collect data, analyze problems, identify alternative solutions, and implement the appropriate solution.

Ability to identify customer needs and work effectively with customers, staff, and other agencies toward

Skills necessary to successfully assist in the operation of an office, motivate and assist staff, and maintain a professional work environment.

Ability to perform all physical functions essential to job; including but not limited to daily attendance, sitting for long periods, use of keyboard, monitor, and lifting client files.

Ability to maintain the highest level of confidentiality.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in Social Work, Counseling, Human Services, Public Administration, or related field required from an accredited college or university. Master’s Degree preferred.

Three years of supervisory experience in workforce development, social work, counseling, human services, or related field.

RESIDENCY:

Must establish permanent residence within St. Clair County within 6 months of hire date.
