Overview

Nakupuna Consulting is looking for a Human Resources Manager to join our team of talented consultants providing professional services to the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). This position will be working directly with senior leadership to develop and implement a Human Resources (HR) strategy and processes. The ideal candidate will have experience across HR and Organizational Design and Effectiveness.

Responsibilities

  • Support strategic development of Human Resources within OUSD(A&S).
  • Assist in the preparation of all human resources to include the hiring action package for civilians, military, IPAs, HQEs, and detailees.
  • Assist in the development of in-processing and out-processing procedures for all program personnel, using DoD consistent procedures.
  • Coordinate and assist the development of strategic manning plans, workforce reviews, and workload assessments that will benefit the program office. This includes the development of a workforce evaluation process in collaboration with the POM cycle.
  • Assist hiring authorities by advising them of different options, advising selection officials on hiring procedures and requirements.
  • Develop a training program and processes for the program office in line with DoD and A&S procedures. The training program will assist the hiring managers in the development of their workforce and the continued growth of personnel within the U.S. Government system.
  • Serve as subject matter expert for hiring managers to support understanding of training programs ecosystem.
  • Advises and provides procedural and technical guidance to managers, supervisors, and applicants.
  • Create reports and presentations for the program office.
  • Provides regular progress updates to HR Leads and Directors regarding personnel actions inquiries
  • Manages the SharePoint site and mailing lists.
Qualifications

Education/Qualifications:

  • Masters degree in human resources (or related discipline) and experience in HR, organizational design, and effectiveness.
  • Excellent communicator and relationship manager.
  • Excellent record-keeping skills and meticulous attention to detail.
  • Demonstrated knowledge of HR functions and industry best practices.
  • Works comfortably under pressure and meets tight deadlines.
  • Outstanding organizational and conflict management skills.
  • Strong decision-making and problem-solving skills.
  • Proficient in Microsoft Office products (Word, Excel, Outlook, and PowerPoint) and related HR software is required.
  • Excellent oral and written communication skills is required.

Location: Work is performed on Government site at the Pentagon, within Nakupuna offices in Arlington, Virginia, and via telework. Employment is not full-time telework but conducted in a hybrid schedule consisting of both on-site support and telework. Employees will work in close proximity with Government personnel.

Clearance: This position requires an active SECRET security clearance. Must be a U.S. Citizen.

Phsyical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds.
  • Ability to use stairs without assistance.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
