Director, HR Operations


Position Summary

Under the general direction of the Vice President and CHRO, the Director of HR Operations leads the design, implementation, and administration of operational processes used to deliver HR programs and projects. Collaborates with stakeholders to provide consultation, process design, project management and administration of HR program implementations and initiatives including social welfare and retirement plan benefits, labor relations, SOX and benefits audits, state and federal compliance reporting and supporting activities, annual performance management program, and terminations of employment. Develops scalable methodologies and tools to optimize HR operations and streamline core processes that make up the employment life-cycle. Oversees employee data management processes to ensure that data is secure and maintained consistent with company policies and privacy regulations and that required reporting and filings are delivered. Works closely with the Director, HR Business Partner to ensure the successful coordination, delivery, support, communications and results of all SJWC HR services.

Specific Responsibilities

  • ADP Workforce Now platform, HR Help Desk (Jira), OnBase and other channels for employee services
  • Leading through Culture and Values through language, actions, and the complete employee experience
  • Employee recruiting, on-boarding, orientation, and off-boarding
  • HR policies, legal compliance, and government reporting
  • Management of SOX and annual retirement plans benefits audits with audit firms
  • Management of Social Welfare Plan benefits with employees, providers, brokers and national HR team partners including annual benefits open enrollment program
  • Projects and initiatives aimed at updating or enhancing HR processes, reporting, and services
  • Continuous improvement of operations based on feedback from the business and employees
  • Continuous monitoring and tracking of new and proposed changes in employment laws and regulations; ensuring HR policies and the employee handbook are regularly reviewed and updated accordingly.
  • Deliver HR data reports, metrics, updates, new programs, and recommendations to senior leadership
  • Lead and take ownership of labor relations issue escalations with SJWC and Unions
  • Cultivate effective and productive relationships with functional leaders and HR business partners, leveraging these connections to deliver exceptional outcomes
  • Offer consistent opportunities for career development and growth to inspire and motivate the employees under your supervision

Required Knowledge Skills & Abilities

  • Extensive knowledge of the principles and practices of human resource administration, including recruitment, selection, job analysis, classification, compensation, benefits administration, worker’s compensation, safety, training, and labor relations
  • Applicable federal and state laws and regulations; standard office practices and procedures, including basic business data processing and computer applications.
  • Skill in analyzing complex technical problems, evaluating alternatives, and making sound independent judgments within established guidelines
  • Ability to interface with top management, outside consultants, attorneys, and actuaries
  • Expert knowledge in HR service delivery, HR policies, and processes
  • Experience leading the execution of HR projects and initiatives
  • Ability to positively influence stakeholders, with outstanding verbal and written communication skills
  • Proficient with MS Office Suite (Word, Excel, PowerPoint, and Outlook)
  • Experience with HR information systems and other HR technology platforms

Required Education and Experience

  • Bachelor’s degree or equivalent education in business, human resources, public administration or a closely related field
  • 10-15 years of experience in managing HR functions with at least five years in a supervisory capacity

Other Requirements

Must possess a valid California driver’s license and have a satisfactory driving record
