Uses significant independent judgment and familiarity of the field to perform work. May be responsible for
administration of various moderate and high complexity departmental programs and may be the lead a group of
employees. May develop policies and procedures and oversee the implementation and execution of them.
Position Summary
Responsible for coordination and assessment of activities involved in delivering one or more effective programs for
district initiatives. Activities cross a wide array of elements to include the planning, design, coordination,
implementation and monitoring of new or existing district initiatives/programs. Provides direct and ongoing
leadership to District and school personnel through participation in consultation, collaboration, professional
learning activities, staff evaluation/assessment process, and curriculum planning and development of district
strategies and programs. Manages the delivery of related services by vendors. Directs and maintains data
collection for assessment of program effectiveness. Establishes and maintains partnerships with external
organizations, governmental agencies, and other stakeholders; and serves as a liaison to both internal and external
parties on a variety of issues.
Essential Functions / Key Responsibilities
1. Oversee, coordinate, monitor, and evaluate the activities and/or programs in the assigned area of
specialization. Monitor the implementation of new and existing programs and initiatives designed to
address the needs of the district and/or students; ensures adherence to mandated guidelines governing
the activities or program(s).
2. Serve in a liaison capacity; establishes and maintains partnerships with various external organizations, and
governmental agencies; interacts and works collaboratively with other departments within the District.
3. Determine and acquire data required to accurately evaluate program performance and effectiveness;
utilizes data to report on program results, identify trends and make recommendations for improvement
or new district/ curriculum initiatives.
4. Develop training and other materials necessary to effectively program support, resources, material and
training to stakeholders and program recipients.
5. Participate in the development of grant requests and proposals, as appropriate.

6. Develop and revise policies, regulations, curriculum, manual and other materials related to the assigned
program.
7. Perform other related duties as assigned within the appropriate skill and experience capabilities expected
for this position.
Minimum Requirements

Grant Specific - Position Summary
Implement, direct, maintain and evaluate adult and community education grant programs and services in
compliance with District, State and Federal guidelines. Collaborate with district staff and community members to
provide educational and enrichment opportunities for adult learners.
Grant Specific - Key Responsibilities
1. Monitor Adult Education Performance Measures, program needs, and make recommendations to support
program goals and objectives to program Adult and Community Education Director.
2. Plan, coordinate, and complete intakes, assessments, determine eligibility of candidates, manage data,
timely complete reports of all grants in required data management systems for SA: Ready to Work, Jobs
for the Future, Texas Workforce Commission Integrated Education Training students, and United States
Citizenship and Immigration Services students.
3. Track metrics on student enrollment data, assessment data, referrals data, student certification data and
remediation data in a timely manner and by grant deadlines.
4. Identify, implement and evaluate adult education instructional activities that support all grant goals and
objectives.
5. Oversee and coordinate certification exams for all SAISD certification students and ensure all grant
students are progress tested at hours indicated on TWC survey and/or in accordance with grant criteria.
6. Develop and implement an efficient and effective student transition process from SAISD Adult Education
to respective grant partners: Project QUEST, Catholic Charities, employer partners and college partners
and maintain contact with alumni for a minimum of one year after exiting the SAISD Adult and Community
Education program.
7. Conduct full-time and part-time employee evaluations under SA: Ready to Work grant
8. Write, keep updated, and manage all grant partner MOU's and agreements, TWC certification surveys, IET
syllabi, and trainer contracts
9. Assist with the coordination, planning, and marketing of all certification course events and activities to
include alumni certification students.
10. Develop, maintain, and use information systems and records to assist with monitoring/analyzing
prescribed grant goals necessary to show progress on all program grants: SA: Ready to Work, USCIS, Jobs
for the Future, and Texas Workforce Commission performance objectives.
11. Collaborate with and maintain current SAISD partnerships and seek out new partner relationships with
local and regional employers, non-profits, government organizations and community partners to enhance
successful learning, increase student referrals, expand course offerings, coordinate placement activities,
and to identify new course sites and employment/internship opportunities for students and alumni.
12. Coordinate and attend industry-related networking events to maintain awareness of employment and
industry trends to expand career pathways, connect students to employers, build potential employer
database, participate in post-secondary campus and off-campus events, including certification student
graduations and marketing events.
