Work Type: Full Time (Total FTE between 0.9 and 1.0)

Shift: Shift 1

Work Schedule: 8 Hr (8:00:00 AM - 5:00:00 PM)

Summary:
The Sr Benefit Analyst provides consulting and analytical expertise in support of the development, design, implementation and administration of health and welfare benefits programs, practices and policies. He/She conducts analysis of benefit programs in order to evaluate external competitiveness and legal compliance of the organization’s benefit practices. Monitors and analyzes trends in legislation to identifying impact of proposed changes. Moreover, investigates and evaluates feasibility of new or revised benefit programs and provides best practice recommendations and processes for implementation. In addition, manages relationships with third party vendors in support of the organization’s benefits philosophy and policies and serves as an advocate for employees to ensure excellent service. Develops and analyzes data to proactively identify trends and issues in order to deliver cost competitive programs. Exemplifies the Rush mission, vision and values and acts in accordance with Rush policies and procedures.

Responsibilities:
• Serves as SME on projects for larger benefits initiatives and supports and identifies opportunities for enhancement in benefit programs, policies and procedures.
• Monitors current trends and legislation and aligns policies to changes in legislation and proposes plan design and program changes that are consistent with Rush philosophies.
• Collects and analyzes data. Manages internal and external audits.
• Drafts preliminary open enrollment project plan and manages employee Annual Enrollment and Benefits Fair with vendors.
• Manages and updates Summary Plan Descriptions, Summary of Material Modifications, Plan Documents, contracts, and legal documents.
• Ensures accurate data interfaces with both internal and external partners.
• Develops, generates and provides monthly outsourced vendor reporting and ensures the benefit vendors provide timely claims and utilization reports.
• Develops and organizes workflow and processes for Benefits Administrators ensuring effective and accurate benefits communication and administration. Trains Benefits Administrators in all aspects of benefits operations.
• Provides and models customer service skills to Benefits Administrators, HR Business Partners and employees. Acts as a subject matter expert, responding to unresolved and escalated complex employee questions/issues.
• Mentors Benefits Administrators and provides leadership with respect to benefits billing, including compiling and verifying data, completing check requests, mailing checks and tracking payment processes.
• Conducts monthly audits of vendor payments.
• Audits payroll deductions. Conducts targeted audit post-Annual Enrollment to ensure deductions are appropriate.
• Manages and presents benefits information at New Employee and House Staff Orientations.
• Coordinates with vendors on website updates and collateral material requests. Ensures appropriate website updates including Annual Enrollment are maintained and accurate.
• Maintains and updates Benefits section of Rush's internal website.
• Analyzes and manages data interfaces and benefits projects in collaboration with Manager, HR Technology and support staff.
• Provides benefits support with Choose Health and wellness management. Coordinates with the Director of Health and Welfare Benefits to ensure wellness file feed data integrity is provided timely to Benefit Focus.
• Supports the Benefits Manager and team with developing, coordinating, scheduling and facilitating open enrollments, wellness screenings and other events.
• Manages COBRA, Flexible Spending Account, Dependent Care, and Transportation Management programs and directs work of Benefit Specialists with respect to these programs.
• Completes benefit and wellness surveys.
• Maintains annual calendar of mandated legal filings due dates.
• Provides expertise and mentors the Leave Administrator.
• Other relevant duties as required.

Required Job Qualifications:
• Bachelor’s degree in business, human resources or related field preferred.
• Five years of progressive related work experience in Benefits or related field
• Experience in benefits or financial analysis, pro-forma analysis, and administration.
• Critical thinking and problem-solving skills.
• Strong evidence-based analytical approach to problem solving with equally strong written and verbal communication skills.
• Strong Microsoft PowerPoint, Outlook, Word, and Excel skills.
• Excellent interpersonal skills are required to interact with and influence a wide range of internal and external constituencies.
• Excellent independent judgment and the ability to maintain a high level of integrity and confidentiality.
• Highly organized to effectively plan, track, evaluate and follow-up on multiple priorities for multiple people.
• Ability to exhibit a sense of urgency around customer service to model behavior for others.
• Ability and willingness to approach tasks with a spirit of collaboration and high degree of initiative in order to problem solve with peers and customers.
• Must be approachable, dependable and a self-starter. Possesses and demonstrates the ability to quickly grasp the essence of an issue or problem and a curiosity to uncover facts as well as the follow through to build/recommend solutions.
• Desire and ability to either build a long-lasting solution or to provide a quick fix, and the judgment and expertise to distinguish which is appropriate in the given circumstance.
