    07/01/2024 The Director of Human Resources is accountable for the delivery of human resources operations with specific responsibility for providing information to district employees regarding policies and procedures; recruitment and selection; contract negotiations and administration; payroll and benefits; departmental development; regulatory compliance; classification and compensation; addressing a variety of issues and /or providing general support.
    Essential Duties and Responsibilities:
    The following identifies the primary and essential functions of the assignment and is not intended to be an exhaustive listing of all duties.
    • Administers a wide variety of personnel policies and programs (e.g. contracts, compensation schedule, etc.) for the purpose of conforming to district policies, relevant laws, contracts and agreements.
    • Advises the Chief Operating Officer on a variety of employment topics/concerns for the purpose of ensuring he/she is current on relevant concerns.
    • Assists the Chief Operating Officer with personnel investigations for the purpose of reaching resolutions prior to becoming formal grievances.
    • Develops and implements the department’s goals and strategic plan as defined by the District Strategic Plan.
    • Assists in the planning and presentation of workshops and on-going training for the District’s Administrators in human resources-related areas for the purpose of ensuring that personnel policies and procedures are understood and implemented fairly and appropriately.
    • Collaborates with other district administrative personnel for the purpose of implementing and/or maintaining services and programs.
    • Develop, plan and evaluate HR Standard Operating Procedures and policies for the purpose of ensuring department is operating effectively and efficiently.
    • Oversees annual production, distribution and payment set-up of wage documents (e.g. contracts, wage notices, letters of assurance) for the purpose of ensuring employees are paid per the wage schedules in the bargaining agreement and as directed by the Governing Board.
    • Oversees certification processes (e.g. notice employees with certification changes/expiration dates/compliance) for the purpose of ensuring certificated staff are properly certified per state and federal regulation.
    • Oversees compensation and benefit programs for the District (e.g. classification of jobs, payment of wage, health insurance, open enrollment, worker’s compensation) for the purpose of ensuring District is in compliance with applicable state and federal regulations.
    • Oversees employee background and fingerprint process for the purpose of ensuring District is in compliance with applicable state regulation.
    • Oversees employee insurance programs (e.g. medical, dental, and vision,) for the purpose of ensuring open enrollment, billing and claims, COBRA conversions are processed in a timely and accurate manner.
    • Oversees overall substitute-teaching program (e.g. Substitute oversite, training, Absence Management) for the purpose of ensuring adequate substitutes are available on a daily basis.
    • Oversees preparation of payroll file for the purpose of ensuring payment of wages each pay period.
    • Implements personnel policies and programs for the purpose of conforming to relevant laws, contracts and agreements.
    • Interprets Governing Board policies, state and federal regulations for the purpose of ensuring the district is in compliance with overall human resource practices. Collaborates with Legal Advisor on areas that require legal interpretation.
    • Maintains and monitors position control for the District for the purpose of ensuring FTE allocation are within the District allocations.
    • Manage day-to-day operations of Human Resources area (e.g. administers methods, systems and procedures, cross training) for the purpose of maximizing efficiency.
    • Oversees Human Resources database systems (e.g. Skyward, Image Silo, Applitrack, Absence Management, Performance Matters, etc.) for the purpose of ensuring systems are functioning, providing accurate/timely information, and performing the intended service.
    • Conducts employee exit interviews for the purpose of monitoring employee retention and turnover through data analysis.
    • Coordinates performance evaluation process for all employees and oversees the process for tracking and receipt of evaluation paperwork; works with appropriate administrators in the development/revision of evaluation procedures and related forms.
    • Coordinates the district’s Non-renewal and Reduction in Force process for all employees and works with appropriate administrators for the purpose of ensuring that they are consistent with Non-renewal and Reduction in Force requirements.
    • Monitors department financial activity for the purpose of ensuring that allocations are accurate, expenses are within budget and/or fiscal practices are followed.
    • Prepares a wide variety of written materials (e.g. handbooks, reports, memos, letters, policies, HR calendar, etc.) for the purpose of documenting activities, providing written reference and/or conveying information.
    • Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the district’s goals and objectives.
    • Researches a wide variety of information (e.g. current personnel practices, policies, codes, laws, etc.) for the purpose of providing information, recommendations and/or addressing a variety of administrative requirements.
    • Supervises HR department personnel (e.g. recruitment, interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving department objectives within budget.
    • Oversees personnel record keeping procedures for the purpose of ensuring personnel processes are in compliance with District, state and federal requirements.
    Necessary Qualifications, Knowledge, Skills, and Abilities:
    The following identifies the knowledge, skills, and abilities that are essential for the Director of Human Resources (this is not intended to be an exhaustive listing of all duties).
    • Bachelor’s Degree (B.A.) in Human Resources or Administrative Leadership.
    • Human Resources (PHR) Certification or Senior Professional in Human Resources (SPHR) certification preferred.
    • Five (5) years of professional experience and knowledge in human resources management involving recruitment, selection, classification, knowledge and application of employment law, salary administration and internal equity development, department branding, state compliance and reporting, teacher licensing and evaluation, criminal justice clearance, employee relations, and employee benefits;
    • Knowledge of and ability to apply management principles and techniques;
    • Knowledge of and ability to apply organizational development principles and practices;
    • Knowledge of equal opportunity policies and procedures;
    • Knowledge of labor and employee relations;
    • Knowledge of occupational safety and health;
    • Knowledge of payroll regulations, procedures and operations;
