Description

JOB TITLE – Community Compliance Specialist

SCOPE & PURPOSE

Under the daily direction of the Property Manager (if applicable) or Assistant Property Manager, the Community Compliance Specialist is responsible for all affordable program compliance on the property. (S)he may be asked to perform other duties as assigned, as per their Manager and/or Regional Director.

Duties & Responsibilities

Duties & responsibilities may include, but not limited to:

Administrative

  • Must be available and ready for all telephone, fax, e-mail, and walk-ins to oversee and assist in all certifications.
  • Demonstrates a positive, welcoming, supportive environment for residents, visitors, and community staff.
  • Maintain and progress in knowledge of affordable housing programs and tax credit agency regulations.
  • Assist in all administrative duties as requested.
  • Submits accurate and complete compliance reports as specified by Residential One’s time table.
  • Assists in building security measures, ensuring proper incident documentation and notification to management within 24 hours of the incident. This includes, residents, visitors, and staff.
  • Responsible for file audits on a semi-annual basis.
  • Has a working knowledge of all affordable regulatory forms and documents.
  • Assists in the property’s filing system so it is maintained daily, and includes applicant/resident, accounting, vendor, and contract files.
  • Responsible for keeping working area neat and clean.
  • Assists the community staff in preparing for all inspections and audits that will promote the successful operations of the community.
  • Responsible for all community staff attending mandatory trainings, as well as other trainings, that help promote the successful operations of the property.
  • Learn Boston Post (BP) software, and use the paperless work flow process to work with efficiency and accuracy.
  • Has knowledge and follows all Fair Housing Policies.
  • All other duties assigned.

Occupancy

  • Responsible for sending all recertification’s notices 60/90/120-day notices on time.
  • Ensures that all move-in certifications will be completed and sent to U.S. Housing in a timely manner. The re-certifications will be completed and sent to the compliance department 90 days before the effective re-certification date.
  • All certification corrections are to be completed and re-sent within 48-72 hours after notification of deficiencies.
  • Understands and assists in the marketing and advertising campaigns for apartment leasing, in conjunction with the Affirmative Fair Housing Marketing Plan.
  • Increase letters must be sent 30 days in advance of the effective date of the increase.
  • Responsible for making sure that the correct set-asides, rent, and income limits are being utilized.
  • Completes the year-end reports accurately within the timeframe allotted by the Residential One’s compliance department.
  • Remains current on, and compliant with, the policies and laws affecting the marketing and leasing of the community.
  • Maintains a current and accurate waiting list.
  • Ensure the correct preparations are completed for all inspections and audits.
  • Attend all mandatory trainings and any other trainings that promote the successful operation of the community.

Finances

  • Working knowledge and assists in accepting security deposits (at the Manager’s discretion).
  • Assist in making daily rent and/or
    deposits to the bank.
  • Accepts rent and produces a receipt (at the request of the Manager).
  • Maintains familiarity with all procedures and requirements of accounts payable and accounts receivable (at the Manager’s discretion)

Maintenance

  • Responsible for informing maintenance about future move-ins, and following up on the status.
  • Assists in opening and closing work orders.
  • Ensures that all move-ins are in clean, safe, and sanitary conditions.
  • Participates in the daily property inspection and clean-up (curb appeal) 
  • All other duties as assigned.

  1. Tax Credit Certification 
  2. HCV Certification or Experience
