Job description

We are seeking a highly skilled and experienced Director of Operations to oversee all aspects of government commercial construction projects that are primarily in schools. The ideal candidate will possess a deep understanding of government procurement processes, regulations, and compliance requirements, coupled with a proven track record of successfully managing complex construction projects within the public sector. The Director of Operations will play a critical role in leading project management teams, ensuring operational excellence, and fostering strong relationships with government agencies.

Responsibilities:

  • Strategic Planning and Execution:
  • Very strong and committed to processes and procedures.
  • Develop and implement strategic plans and objectives for government commercial construction projects in alignment with organizational goals.
  • Oversee the execution of construction projects from initiation to completion, ensuring adherence to project scope, budget, schedule, and quality standards.
  • Identify opportunities for process improvements, innovation, and efficiency enhancements to optimize project delivery and outcomes.
  • Government Compliance and Regulatory Oversight:
  • Extremely knowledgeable in all aspects of ground-up commercial construction with a background in government work; including but not limited to k-12 schools, education centers, hospitals and healthcare.
  • Ensure compliance with all relevant government regulations, codes, and procurement guidelines throughout the project lifecycle.
  • Navigate government procurement processes, including bidding, contract negotiation, and subcontractor/vendor selection, while maintaining transparency and integrity.
  • Stay abreast of changes in government regulations and industry standards and implement necessary adjustments to ensure ongoing compliance.
  • Team Leadership and Management:
  • Provide strong leadership and direction to project managers, construction teams, and support staff, fostering a culture of collaboration, accountability, and continuous improvement.
  • Mentor and develop team members, promoting professional growth and succession planning within the organization.
  • Collaborate with human resources to recruit, onboard, and retain top talent for project teams.
  • Client and Stakeholder Management:
  • Serve as the primary liaison between the organization and government agencies, building and maintaining strong relationships with key stakeholders.
  • Actively engage with clients to understand their needs, address concerns, and ensure satisfaction throughout the project lifecycle.
  • Effectively communicate project updates, milestones, and challenges to stakeholders, managing expectations and mitigating risks as needed.
  • Financial Management and Budget Oversight:
  • Manage project budgets, financial forecasts, and expenditures, ensuring projects are delivered within budgetary constraints.
  • Review and approve project budgets, change orders, and other financial documents in accordance with organizational policies and procedures.
  • Collaborate with finance and accounting departments to monitor project financial performance and address variances as necessary.

Qualifications:

  • Bachelor's degree in Construction Management, Engineering, Public Administration, or related field (Master's degree preferred).
  • Minimum of 10-15 years of experience in government commercial construction project management, with at least 5 years in a leadership or managerial role.
  • Strong understanding of government procurement processes, regulations, and compliance requirements.
  • Proven track record of successfully managing large-scale government construction projects from conception to completion.
  • Exceptional leadership, communication, and interpersonal skills, with the ability to build consensus and influence stakeholders at all levels.
  • Strategic thinker with a results-oriented mindset and the ability to drive operational excellence and continuous improvement initiatives.
  • Proficiency in project management software, government procurement systems, and Microsoft Office suite.
  • Familiarity with LEED certification, sustainable building practices, and green building standards is desirable.
  • Professional certifications such as PMP, CCM, or LEED AP are a plus.
