Description

The Chief Financial Officer (CFO) demonstrates executive level experience in strategic thinking and decision making and serves as a key member of the executive team. The CFO is responsible for the development of Gracelight’s financial management strategy. The CFO publicly embraces and represents the mission, values, and goals of the organization and its various stakeholders. Overseeing an annual budget of $40M, the CFO will direct the fiscal functions of the organization per all applicable federal and state regulations, following best financial management techniques and practices. The CFO will manage strategic financial planning and analyses, budgeting, forecasting, reporting, and record-keeping, as well as serve as a strategic partner and advisor to the CEO. The CFO will also partner with other Chief level staff to optimize margins on our service lines and refine and leverage our value proposition.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  1. Direct and manage the finance and accounting teams and develop the financial strategy for the organization in partnership with the CEO, and executive leadership.
  2. Drive and manage the financial planning and budgeting processes including creating and overseeing action plans to ensure annual financial objectives are achieved.
  3. Direct revenue cycle operations to ensure that accounts receivable is collected promptly, and uncompensated care is minimal. Achieve goals for cash collections, accounts receivable, and reduce bad debt and denials.
  4. Manage and direct business services department responsible for claims analysis and submission to payors. Routinely review revenue cycle metrics to proactively identify and address issues affecting overall revenue cycle management.
  5. Ensure front-end revenue cycle processes are implemented including making certain insurance verification is completed on all patients.
  6. Manage the rate setting, analysis, and negotiations with payors.
  7. Manage and direct the compliance and risk management team.
  8. Maintain a thorough working knowledge of federal, state, and managed care reimbursement methodologies to ensure that Organization is paid accurately, and revenue is maximized.
  9. Collaborate with leaders to develop value-based metrics such as productivity rates, service cost analysis, and partner on clinical and programmatic outcomes required in reimbursement methodology of public and private insurance/payers.
  10. Work in partnership with the Chief Advancement Officer and CEO to plan and collect revenue from development and fundraising opportunities and collaborate with program leadership to support grant management and reporting activities.
  11. Ensure full transparency over the financial performance of the Organization and communicate potential risks promptly to the CEO and Board of Directors.
  12. Provide timely and accurate analyses of budgets, financial reports, and trends to assist executives in performing their responsibilities.
  13. Advise management on how to increase revenue and reduce costs through use of variance reporting and associated management activities to improve performance on budget.
  14. Manage financial controls and accounting procedures including developing and maintaining systems of internal financial controls and adherence to accounting principles and procedures.
  15. Work closely and transparently with all external partners including audit firm, banking and financial institutions, consultants, and vendors. Negotiate and maintain leases and contracts as needed.
  16. Direct cash flow planning as well as investment and asset management. Ensure availability of funds and that cash flow is appropriate for the organizations' operations.
  17. Create a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.
  18. Develop financial metrics and reports to make sure monthly and annual financial statements are completed accurately and on time.
  19. Monitor financial performance by measuring and analyzing results, initiating corrective actions, and minimizing the impact of variances.
  20. Plan and oversee the successful completion of the annual UDS and OSHPD reports; ensure that accurate and timely financial reports are submitted to HRSA in connections with grants received.
  21. Performs other duties, as assigned.

Qualifications


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.   • Master’s degree in accounting and finance, Business Administration, or related field.
  • CPA certification preferred.
  • 10 years in related roles, with at least five years in supervisory accounting roles as a Controller, senior level Director, and/or Vice President, ideally with a non-profit and/or Federally Qualified Health Center. Track record of strategic and tactical leadership abilities.
  • Revenue cycle management including healthcare reimbursement experience is required.
  • Demonstrated skills in building, motivating, and retaining high-performance teams.
  • Knowledge of all aspects of generally accepted accounting principles (GAAP).
  • Advanced computer skills, including proficiency in MS Office (Excel, Word, & Outlook) and financial reporting software, Sage 100 preferred, Crystal reports or similar report writer software and OCHIN EPIC EHR.
  • Depth of knowledge about using clinical performance, financial reporting, and operations analysis to support continuous quality improvement from the finance side.
  • Expertise in financial accounting, budget development and reporting, project and grant management and internal controls.
  • Proven record of accomplishment facilitating progressive organizational change and development.
  • Critical thinker able to navigate business issues daily, and strategically develop long term plans.
  • Possesses excellent written and verbal communication skills, utilizing, tact, active listening, empathy, and compassion. Able to manage conflict in a direct and professional manner.

SPECIAL REQUIREMENTS:

  • Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Gracelight practices.
  • This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.
  • A personal cell phone with reliable service and, if applicable, a data plan to use for business purposes.
