We are currently seeking a Program Analyst to support our Patuxent River, MD customer. The Program Analyst will primarily support the activities of PMA-280's Weapons Control System's Surface Integration IPT Lead. The Program Analyst applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.
The Program Analyst shall assist with the development and assembly of acquisition / contractual strategies, program risks and all related documentation. They shall assist with budget and financial planning and execution, as well as, analyses of projected and actual systems costs for completion of various efforts. Tasks will include collecting, compiling and analyzing project cost and schedule data for project teams and incorporation into team work plans, data calls, and supporting financial documentation. Duties may include, but are not limited to:
•Communication and Coordination
o Program Office internal and external communications
o Stakeholder Interaction and Coordination
•Charters for Working Groups and IPTs
o Editing as requested
o Refine briefings
•Data Call / Request for Information (RFI) / Questions for the Record (QFR)
o Internal PEO data calls
o External data calls (Other system commands, such as NAVSEA)
o White papers
•Maintain IPT Calendar and Schedules
o To include distribution lists
o Tomahawk Action Tracker (TAT)
•Meetings
o Coordinate and gather inputs for weekly and standup meetings
o Participate and attend Program Management Review (PMRs)
o Document meeting minutes and action items
o Coordinate presentations with Field Activities, Other Tomahawk IPTs, Functional Leads, Scheduler, Risk Manager, working groups)
o Coordinate and host meetings as required
•IPT Organization Chart
o Update periodically
•Strategic and Tactical Planning
o Execute planning sessions
o Support process improvement of business processes
o Support development of internal processes
REQUIRED EDUCATION : BS or BA degree.
REQUIRED EXPERIENCE : Three (3) to ten (10) years of experience.
DESIRED (NOT REQUIRED) EXPERIENCE : Experience either work at NAVSEA or a NAVSEA Field Activity (such as NSWC Dahlgren, NSWC Port Hueneme, or NUWC Newport) or active duty U.S. Navy experience in the surface Navy.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
