Full Range: $117,545 - $176,318 Annually
Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.  

Pima County is a national leader when it comes to land conservation and the protection of our natural and cultural heritage. Conservation Lands and Resources (CLR) is a new department that consolidates similar conservation functions currently in two departments: the Natural Resources Parks and Recreation Department and the Office of Sustainability and Conservation.CLR is committed to the stewardship and enhancement of our County conservation lands, as well as facilitating development in alignment with the Sonoran Desert Conservation Plan (SDCP), Multi-Species Conservation Plan (MSCP), Board policies, and other regulatory frameworks. We employ science-based conservation strategies and foster public engagement through education and recreation while maintaining the ecological and cultural integrity of Indigenous and historic-era sites, mountain parks, trails, ranches, and other County conservation lands.For more information about this department visit the link below:https://www.pima.gov/3209/Conservation-Lands-Resources.html

This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
  • Lead this new department, maintaining levels of service, and capturing information and ideas to inform planning for future years;
  • Communicate the mission of the new department internally and externally;
  • Provide continued certainty for public and private development projects through consistent applicability and compliance with the County’s Conservation Lands System, Multi-Species Conservation Plan, and Endangered Species Act Section 10 Permit, as well as federal, state, and local historic preservation laws, policies, and ordinances;
  • Ensure rigorous standards for the quality of science and conservation outcomes;
  • Lead the department in furthering other County-wide initiatives including Pima CAN! and the Prosperity Initiative.
  • Plan, organize, and direct all functions, programs, and activities of the department;
  • Ensure prompt responses to County and public inquiries;
  • Implement direction provided by the Board of Supervisors and the County Administrator;
  • Advise the County Administrator regarding challenges and opportunities concerning the department;
  • Provide strategic direction for operational and capital improvement planning, develop the annual budget, and track required departmental metrics contained in the adopted budget;
  • Develop and review relevant County policies and procedures to ensure compliance with federal, state, and local laws, standards, and regulations relative to the department and County operations;
  • Direct and coordinate activities with other County departments, applicable federal, state, and local governmental agencies, Tribal governments, and other user groups and stakeholders;
  • Review proposed and new legislation and report on impact relative to area of assignment.
Knowledge of:
  • Related county policies and ordinances, state and federal laws, regulations, and standards, including the Endangered Species Act, the National Historic Preservation Act, the Arizona Antiquities Act, and the County’s Sonoran Desert Conservation Plan,;
  • Principles and practices of science-based conservation land management, recreation management on public lands, and the preservation of natural and cultural heritage resources;
  • Principles and practices of administration, supervision, and public program management;
  • Techniques of program development and evaluation, project economics, and financial reporting;
  • Budget preparation and evaluation.
Skills in:
  • Planning, organizing, and directing programs and activities relative to department;
  • Interpreting and implementing rules, regulations, policies, and procedures related to department operations and activities;
  • Assessing program achievements and deficiencies and developing solutions to address problems;
  • Communicating effectively, both orally and in writing, with diverse stakeholders;
  • Establishing and maintaining effective working relations with staff, other departments, governmental agencies, Tribal governments, recreational user groups, advisory committee members, elected officials, and the public.
  • Supervising, training, and evaluating personnel;
  • Implementing and maintaining departmental fiscal and administrative controls, including budgeting and reporting;
  • Negotiating contracts and other agreements and monitoring compliance. 
A Bachelor’s or higher degree from an accredited college or university with a major in public or business administration, natural resource management, conservation science, biology, cultural resources management, historic preservation, parks and recreation administration or a related field as determined by the County Administrator at the time of recruitment and five years of supervisorial and/or managerial experience.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): 

  1. Minimum eight (8) years of progressive work experience in natural and/or cultural heritage resource conservation, and/or land management, preferably in a government setting. 
  2. Experience developing, implementing, managing, or advocating for conservation policies, plans, programs, or regulations.
  3. Experience with/knowledge of Southern Arizona ecology, land management issues, regulatory system, and diverse cultural heritage.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. 

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
