Position Title: Financial Management Analyst – Risk Management and Internal Controls (RMIC)

Division: Advancia Aeronautics

Location: DHHQ- Falls Church, VA (Onsite 3 days a week)

Position Summary

The Financial Management Analyst- Risk Management and Internal Controls (RMIC) role provides functional/technical advice and assistance to the Defense Health Agency (DHA) Financial Operations Division (FOD) civilian and contractor personnel. Specifically:

Essential Duties & Responsibilities•Review FOD business processes and apply the Risk Management Framework to provide Risk Assessments, including the probability of risk, impact of risk, and risk management approach

•Work with the Financial Systems and Civilian Payroll branch to assess the Financial Controls environment for Procure to Pay, Order to Cash, Budgeting, Accounting Operations, Financial Systems, etc.

•Perform the Test of Design and Test of Effectiveness on Financial Controls and record/report results

•Meet with internal (DHA) and external organizations and review Financial Controls that exist, give recommendations, and provide rationale for implementing new and improved processes

•Assist government clients with the development of a Risk Management Internal Controls (RMIC) Statement of Assurance as it relates to supporting the Military Health System (MHS) Military Treatment Facility (MTF) transition initiatives, and FOD activities

•Assist government leadership with policy review pertaining to audit best practices, audit guidance and work with Financial Reporting and Audit Response teams to facilitate Provided by Client (PBC) requests

•Meet with external stakeholders to gather information regarding their experience performing job duties as it pertains to Financial Controls

•Reach out to DHA end users to interview them, hold working sessions, and update the FOD Risk Register with information from those meetings

•Schedule meetings with transitioning MTF organizations to review current financial and IT controls and advise accordingly

•Collaborate with DHA Joint Directorate organizations to implement new Financial Controls and facilitate change management activities

•Support Business Development functions as needed

•Provide PMO contract support as needed

•Ability to do client travel as needed

Education & Experience Requirements

Education:•Bachelor’s Degree in Financial Analysis, Accounting, Management, Business or other related/allied discipline

Experience:•General knowledge of DoD financial accounting, audit response/audit readiness initiatives

•3 years experience supporting DoD Financial Internal Controls, Risk Management Framework, Audit Readiness and Remediation

•Strong technical writing skills and ability to use Microsoft suite of products

•5 years minimum experience in DoD financial improvement and audit readiness

•Knowledge of commonly used DoD, and Federal budgetary, financial and practical accounting methods, practices, procedures, regulations, laws, policies and precedents

•Knowledge of Defense Agencies Initiative (DAI) and General Funds Enterprise Business System (GFEBS) preferred

•Strong communication skills, both written and oral
