Oak Ridge Associated Universities (ORAU) is seeking an experienced Manager I to support the Nevada National Security Site (NNSS) in Las Vegas, Nevada.

Located in a remote, highly secure area of southern Nevada, the NNSS is a premier outdoor, indoor, and underground national laboratory. It is a preferred location for experiments supporting the US Department of Energy’s (DOE) National Nuclear Security Administration (NNSA)’s nuclear weapons Stockpile Stewardship Programs, national defense programs, and national security research, development, and training programs, as well as vital programs of other federal agencies.

What Your Job Will Be Like

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).

Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.

MSTS has an opening for a Device Assembly Facility (DAF) for an Implementation Manager (Manager I). The position reports to the DAF Manager. The DAF Implementation Manager represents the DAF Manager in day-to-day management of the facility operations staff essential for safe nuclear facility operation. Principal interactions are with User project, facility-level management personnel, U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Field Office (NNSA/NFO) Facility Representatives and other management personnel having individuals performing work at the facility.

Key Responsibilities:

  • Assists in the development, review, and implementation of the facility authorization basis and associated implementing plans and procedures. 
  • Authorizes, coordinates, and deconflicts simultaneous facility operations such as special nuclear material and subcritical experiment (nuclear material and explosives) activities and nuclear facility maintenance. 
  • Periodically reviews procedural controls to ensure all changes impacting facility operations are appropriate, necessary, and viable. Provides facility oversight safety coordination and operational support to multiple Users. 
  • Reports incidents and occurrences that have Environmental Safety & Health Authorization Basis, or security significance to DAF management, NNSA/NFO Facility Representatives, and appropriate Laboratory/User management personnel; investigates such incidents and occurrences and assigns corrective actions as appropriate. 
  • Maintains thorough knowledge of DOE orders, standards, policies, and procedures to identify hazardous conditions and operations, and take appropriate actions to correct or eliminate any identified hazards.
  • Ensures appropriate procedures, training, equipment, and tools are provided to employees. 
  • Reviews and implements management plans, contractor requirements, and implementing documentation to ensure the DAF is operated and maintained in a safe and compliant manner, while also meeting programmatic expectations. 
  • Establishes clear responsibility and accountability for carrying out safety requirements. Anticipates risks and assures risks inherent in operations are identified and properly controlled. Assures support and guidance to User project teams to achieve and maintain safe and healthful working conditions. Champions safety initiatives and assists the DAF Manager in managing and operating the facility in a safe and cost-efficient manner.
  • Demonstrates Environment, Safety, Health, and Quality (ESH&Q) leadership and consistently enforces ESH&Q policies and procedures. Implements applicable safety requirements; emphasizes the safety of each employee as well as the protection of equipment and property in area of responsibility. Takes immediate action to correct reported or observed unacceptable safety and health conditions and/or behaviors. Promotes and actively participates in MSTS safety concepts. Supports and encourages employee participation in MSTS safety initiatives.
  • Performs other tasks as assigned by management.

Qualifications

Qualifications We Require:

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor's degree in related field or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Four (4) years of the minimum related experience must be in nuclear operations, maintenance or design at a nuclear facility where radioactive materials are routinely handled, stored, processed or utilized.
  • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.
  • Nuclear Facility Worker - This position is subject to the requirements of DOE Order 426.2. Education and experience requirements will be screened accordingly.
  • In-depth knowledge and experience with nuclear facility operations, including facility design and maintenance, ESH&Q policies and procedures, and management of a nuclear facility authorization basis. Experience working as a member of a team of professional and technical personnel.
  • In-depth experience analyzing complex technical problems and develop solutions in a systematic way.
  • Experience working in schedule-driven environments.
  • Ability to successfully complete an extensive training program to certify knowledge of DAF systems, operations, and requirements.
  • Experience in the following areas desired: 1) nuclear explosive safety program environment; 2) NNSA-related activities involving significant quantities of nuclear materials;
  • Experience with new project startup and readiness activities at DOE/NNSA managed nuclear facilities.
  • Must be people sensitive and possess skills to promote an environment for open communications, develop mutual trust and teamwork, and facilitate employee self-development.
  • Demonstrated skill to establish and maintain strong and effective customer relations, and to anticipate change and adjust promptly and effectively.
  • Must possess effective interpersonal skills necessary to deal with multiple organizational interfaces.
  • Demonstrated written and verbal communication skills necessary to effectively communicate with all levels of management.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Must possess ability to travel daily to remote locations.
  • Work an adjusted work schedule of (4-10's) four, ten-hour days Mon-Thur, not including time to travel to and from the Nevada National Security Site forward areas, with occasional extended hours or extra days as programmatic or facility needs dictate.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Other Details: Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Background Check Drug Screening Information: MSTS is required by Department of Energy (DOE) directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Department of Energy Q Level Security Clearance: Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
