ORAU is Hiring a Remote Buyer 3

Overview

APPOINTMENT TYPE: Full-Time Regular (FTR)

LOCATION: Oak Ridge, TN or Remote (US Based Locations)

SALARY RANGE: $79,996 to $111,280

PURPOSE:

Performs cradle to grave buying of goods and services that directly support Oak Ridge Associated Universities (ORAU) and the Department of Energy (DOE), and the Oak Ridge Institute for Science and Education (ORISE) prime contract for facility and construction-related purchases.

Primary responsibilities include sourcing, negotiation, documentation award and administration for multiple goods and service awards, specifically facility related construction and maintenance projects. Buyer will serve as the primary liaison and focus on building relationships with the ORAU Office of Safety and Facilities team, as well as with suppliers and general contractors.

Responsibilities

  • Apply in-depth knowledge and experience to complete Buyer activities for various facility and construction-related projects such as maintenance service agreements, equipment purchases and warranties, on-site facility services, and construction projects etc., Primary responsibilities include, but are not limited to:
    • Acquisition Planning: Conducts market research, acquisition strategies, acquisition life-cycle planning. Assists with the development of internal cost estimates, source selection plans. Reviews all justifications and approvals (i.e., sole-source, determination & findings, labor case reviews, etc.,).
    • Solicitation Development: Develops and issues complete Requests for Proposal/Request for Quote (RFP/RFQ) packages, including terms and conditions (specifically related to Davis Bacon Act and Service Contract Act), drawings, Statement of Work/Statement of Objectives (SOW’s)/SOO’s, schedules pre-bid meetings, and appropriate award criteria Lowest Price Technically Acceptable (LPTA), and Best Value or Trade-off analysis).
    • Award: Review and evaluate all quotes and proposals, recommends and completes required award documentation and justifications.
    • Administration: Monitors delivery of materials and services, complete daily and weekly administration of Subcontractor performance, ensure contractor’s weekly certified payroll submissions for construction awards, mitigate performance risk, assist with invoicing as requested and comply with any federally mandated reporting as a result of the awards.
    • Closeout: Complete timely closeout of all actions.
  • Serve as the primary contact between Procurement and the ORAU Office of Safety and Facilities to provide assistance and guidance on general Procurement and federal policies and procedures.
  • Provide advisory support in review and development of Statements of Work or Statements of Objectives. Complete sole-source justifications, Labor Standards review requests, terms review, identification and development of source-selection criteria and mitigate any (potential) contract-related risks that may arise.
  • Resolve problems and discrepancies with requisitioners, suppliers, and accounting. Negotiate any required changes to subcontracts and purchase orders. Negotiate and settle with suppliers regarding damage claims, rejections, losses, and return of materials.

Qualifications

Bachelor's degree in business, scientific, technical, education or related field and 6-9 years of job-related experience. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements.

  • Buyer must be able to comprehend and adhere to ORAU, DOE, and Federal Acquisition Regulations, with emphasis on a comprehensive understanding of Department of Labor (DOL) Service Contract Act and Davis Bacon Act requirements. Buyer must be able to work in a fast-paced environment and provide organized executions of tasks under time constraints, while managing a diverse workload in changing environments.
  • Ability to exercise discretion and independent judgement in the performance of duties while complying with ORAU policies and procedures (including federal and state laws).
  • In-depth knowledge of applicable federal, state, and local procurement laws, regulations, procedures, and guidelines.
  • In-depth understanding of various contract types (i.e., Blanket Purchase Agreement, Basic Ordering Agreement, Indefinite Delivery, Indefinite Delivery, Indefinite Quality (IDIQ), firm-fixed-price, etc.,).
  • Thorough understanding of the Federal Acquisition Regulation (FAR) and FAR supplements regulations i.e., Department of Energy Acquisition Regulation (DEAR), with emphasis on the Service Contract Act, Davis Bacon Act, and other construction-related FAR requirements.

*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
