The Mission of the Department of Public Instruction:

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for an Agency HR Consultant II (Working Title: HR Manager) within our Human Resources section of the North Carolina School for the Deaf in Wilson, NC. The NC School for the Deaf in Wilson, NC is a day program for students who are Deaf and Hard of Hearing (D/HH). The Human Resources section provides all HR support and services to the Easter NC School for the Deaf, managers and employees, in the areas of recruitment, classification, salary administration, benefits administration, time and leave administration, employee relations and performance management.
This position supports the leadership and staff at The North Carolina School for the Deaf in Wilson, NC in accomplishing the mission and goals of the organization by ensuring quality human resources program services are responsive to the needs of staff. This role leads a broad and comprehensive HR program and functions as a generalist, with responsibility for all functional areas of human resource management (salary administration, benefits, classification, compensation, recruitment, employee relations and performance management).
The position serves as an HR policy consultant and advisor to the School Director, Principal and other management team members of the school. This position may travel to attend training and will need to have a valid driver's license. This position will supervise one (1) full-time HR Technician II who is responsible for administering benefits, retirement, worker's compensation, and time administration.
This position reports to the Deputy HR Director of DPI.
Job responsibilities include the following:
  • Ensure that the HR office provides comprehensive, accurate and timely service to the general public, managers, supervisors and employees on a consistent basis.
  • Provide consultation to management and leadership to staff regarding all HR issues.
  • Serve as a generalist responsible for directing job evaluation, benefits administration, salary administration, employee relations, workers’ compensation, employee development, training and recruitment.
  • Forecast the division’s recruitment and staffing needs.
  • Monitor the effectiveness and quality of the HR programs.
  • Develop and maintain effective relationships with managers and employees.
  • Actively engage and partner with management on special projects and assignments.
  • Plan, organize, evaluate and direct the work of the HR staff.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must document on the application that they possess all of the following:
  • Demonstrated knowledge of HR principles and practices as an HR generalist, or thorough knowledge as a specialist in three or more of the core HR areas, coupled with a working knowledge of the HR field.
  • Demonstrated experience with providing consultation to management and leadership regarding all HR issues.
  • Demonstrated experience with Employee Relations (ER) program and maintain compliance with State guidelines relative to all areas of employee relations issues.
  • Demonstrated experience with interpreting and providing consultation on a variety of HR policies and procedures, including the disciplinary and grievance policies and procedures, to managers and employees.
  • Demonstrated supervisory experience.
  • Demonstrated experience with the HR-Payroll system and (ATS) NeoGov.


MANAGEMENT PREFERENCES
:

5 years’ experience as a human resources generalist.

Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or
High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
