The Office of the New York State Attorney General (OAG) is recognized as a national leader in civil rights, investor
protection, labor rights, personal privacy, public safety, and criminal law enforcement. The OAG is responsible for
defending the State in litigation, engages in affirmative civil and criminal investigations and litigation, and serves as the
chief guardian of the legal rights of the citizens of New York, its businesses, and its natural resources. The Information
Technology Bureau has the unique responsibility of supporting the OAG as the People’s Lawyer in its many and varied

MINIMUM QUALIFICATIONS
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no
examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this
time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS
employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service
Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have
their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are
qualified.
Non-Competitive Minimum Qualifications:
• A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a

customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the
solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness
of the system, business process, or product/service to fulfill the business requirements; describing in a written
document what the system, process, or product service must do in order to satisfy the established business
requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing
test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks,
and/or communicating with stakeholders.

*Minimum Qualifications Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for
one year of specialized experience.

Current NYS Employee: Reachable on the Civil Service Eligible List for Business Systems Analyst 2 OR eligible for

transfer.

DUTIES
The Business Systems Analyst 2 will work within the Performance and Portfolio Management Office within the Information
Technology Bureau, and work closely with project managers and key stakeholders to define and develop requirements
for new or existing information technology (IT) systems and business processes. Analyst will also analyze, communicate,
test and validate requirements for changes to business systems.

The Business Systems Analyst 2 will perform analysis, portfolio, and IT Governance activities; promote business analysis
organizational maturity; develop, communicate, and maintain methodology and standards to promote a consistent
approach relative to business systems analyst. The specific duties include, but are not limited to, the following:

  • Use business analysis techniques to elicit requirements as the foundation for the solution to the
organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming,
surveys/questionnaires, or Joint Application Development (JAD) Sessions).
  • Use business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency
and effectiveness of the system, business process, or product/service to fulfill the business requirements
(e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context
Diagram, Business Process Flows, or Fit-Gap Analysis).
  • Describe in comprehensive written documents what the system, process, or product service must do to
satisfy the established business requirements; this includes creating, updating, and maintaining
documentation through the system development life cycle (e.g., Business Case, Use Case, Business
Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management
Analysis).
  • Validate requirements throughout the product/system development life cycle (SDLC) including all changes to
the processes that would enable an organization to achieve its goals.
  • Verify requirements throughout the product/system development life cycle (SDLC) to ensure they perform to
the required specifications and can achieve the design capabilities; this includes developing test
plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and
risks, and/or communicating with stakeholders.
  • Establish timetables for completion of projects; communicate business process and system requirements to
IT staff, program staff and stakeholders; develops test data scenarios and analyzes the results.
  • Perform business analysis intelligence activities such as data mining to extract data for forecasting, service
delivery metrics, and provide management with data to make policy decisions.
  • Assist with change management functions including stakeholder identification, preparation of
communications, process support, and change reinforcement.
  • Perform other duties as assigned.
HOURS
The agency's hours of operation are Monday through Friday, between 8:30 am and 5:00 pm (37.5 hours/week).
Scheduling determinations are dependent upon the needs of each Bureau and will be communicated during interviews.
