The Office of the New York State Attorney General (OAG) is recognized as a national leader in civil rights, investor

defending the State in litigation, engages in affirmative civil and criminal investigations and litigation, and serves as the
chief guardian of the legal rights of the citizens of New York, its businesses, and its natural resources. The Information

MINIMUM QUALIFICATIONS
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no
examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this
time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS
employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service
Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have
their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are
qualified.
Non-Competitive Minimum Qualifications:

  • Business Systems Analyst 1 (Salary Grade 18, current starting salary $65,001, job rate $82,656): A bachelor’s
degree and two years of business analysis experience in a largescale automated system such as a customized
Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution
to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of
the system, business process, or product/service to fulfill the business requirements; describing in a written
document what the system, process, or product service must do in order to satisfy the established business
requirements; validating requirements throughout the product/system development life cycle (SDLC); and
developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying
constraints and risks, and/or communicating with stakeholders.

Business Systems Analyst Trainee 2 (NS Equated Salary Grade 14, current starting salary $52,198, job rate

$66,634): A bachelor's degree and one year of professional business analysis experience, which includes: eliciting
requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed
at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the
business requirements; describing in a written document what the system, process, or product service must do in
order to satisfy the established business requirements; validating requirements throughout the product/system
development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios,
reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Business Systems Analyst Trainee 1 (NS Equated Salary Grade 13, current starting salary $49,363, job rate

$63,169): A bachelor's or higher degree.

Minimum Qualifications Substitution:
a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Competitive Minimum Qualifications:

  • Candidates must have one year of permanent, contingent-permanent, or 55b/c service as a Business Systems
Analyst 1.

OR

  • One year of permanent, contingent-permanent or 55b/c service in a qualifying title at SG-11 or higher and eligible
for transfer via 52.6 or 70.1 of the Civil Service Law.

OR

  • Reachable on the Professional Careers Opportunities (PCO) eligible list or OAG Department’s Public Administration
Trainee Transition (PATT) list. Appointments from the PCO or PATT must serve a two-year traineeship that leads
to the SG-18.

DUTIES
The Business System Analyst 1 (BSA) will report to the Project Management Office. Analyst will work closely with staff to define
and develop requirements for new or existing Information Technology (IT) systems and business processes. Analyst will validate
requirements for changes to bureau systems. Analyst will also analyze, communicate, and validate requirements for changes to
business systems.
Business Systems Analyst 1 will develop systems requirements for future or current state of large business analysis projects or
series of smaller projects. Duties include, but are not limited to:

  • Perform system research and information gathering activities.
  • Review and document current “as-is” state of the business process or function including creating flow charts and
process models.
  • Identify and document business process changes or enhancements required by procedural changes or by changes to
laws and statutes.
  • Document, communicate, and validate requirements throughout the system, process, or product/service development
lifecycle for all changes to processes that would enable the organization to achieve its goals.
  • Develop plans for requirements and system design sessions, ensure that agency needs are properly documented, and
proposed solutions are properly vetted with all stakeholders prior to being implemented.
  • Write business system documentation.
  • Validate requirements throughout the business analysis process.
  • Develop business process flows, fit-gap analyses, or functional designs) solutions to improve the efficiency and
effectiveness of the business processes.
  • Communicate business process and system requirements to IT staff and program staff.
  • Develop test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate
solutions to ensure they perform to the required specifications and achieve the design capabilities.
  • Review and analyze business process deficiencies requiring resolution during or after implementation.
  • Evaluate information gathered from multiple sources, reconcile conflicts, breakout into details and summarize into general
information.
  • Assist agency business owners resolve issues on requests for new reports, changes to data displays and general
functional tasks.
  • Document requests for system changes and assistance through a triage/governance process.
  • Document recurring issues to provide end users and internal Help Desk with FAQs to assist users and minimize support
requirements.
  • Identify and make recommendations for updates/upgrades to current technologies including training and user
acceptance.
  • Assist stakeholders in creating business practices that enhance the user experience.

HOURS
The agency's hours of operation are Monday through Friday, between 8:30 am and 5:00 pm (37.5 hours/week).
Scheduling determinations are dependent upon the needs of each Bureau and will be communicated during interviews.
