Neighbors of Watertown, Inc. is seeking a Housing Program Assistant.
JOB DESCRIPTION
Summary/Objective
Neighbors Of Watertown, Inc. (NOWI) provides a variety of quality affordable housing opportunities to the residents of the City of Watertown and Jefferson County. NOWI also provides assistance for projects done by North Country Affordable Housing, Inc. in their service area of Jefferson, Lewis, and St. Lawrence Counties. These opportunities currently include housing rehabilitation for homeowners (Owner Occupied), homebuyers (First Time Homebuyer Program), and owners of mobile homes (Mobile Home Replacement Program).
Many of those we serve receive assistance through rehabilitation programs or go through counseling to obtain and/or sustain home ownership. The Housing Program Assistant works with clients involved with our rehabilitation, home ownership, and counseling programs.
Essential Functions
Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
1. Perform initial outreach to potential applicants.
2. Intake information and determine if applicants meet program qualifications.
3. Maintain data base, waiting list, and confidential files.
4. Prepare for and attend loan Review meetings.
5. Give monthly status reports on programs.
6. Monitor schedule to ensure timely completion of projects and programs.
7. Provide administrative support to the Housing Program Director and Housing Rehab Inspectors
8. Prepare grant reimbursement requests.
9. Instruct First Time Home Buyer Education Class
10. Adheres to the set work schedule and all other company policies.

Supervisory Responsibility
This position has no supervisory responsibilities.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand, as necessary.
Position Type/Expected Hours of Work
This is a full-time position, and the hours of work and days are generally Monday through Friday, 7:30 a.m. to 4:00 p.m. Some flexibility will be necessary when scheduling the First Time Homebuyer Classes as these are conducted on Saturdays.
Travel
No travel is required for this position with the exception of off-site training opportunities.
Required Education and Experience
1. Minimum of 2 years combined education and/or work experience in a related field such as real estate, lending, or human services.
2. Working knowledge of Microsoft Word, Excel, Access, and Publisher
Preferred Education and Experience
1. Associate Degree with 2 years experience working with the public.
This position will also require the following specialized training (provided by the company if needed):
1. Teaching Home Buyer Education classes in
a. Pre-purchase
b. Post purchase
2. Conducting one-on-one counseling for
a. Potential home buyers
b. Homeowners maintaining their home.
Although not specifically required, the following qualifications will be considered a plus for candidates:
1. Good working knowledge of the home buying process
2. Knowledge of the housing market and potential obstacles for homeownership
3. Bi-lingual, especially in Spanish
4. Experience in writing or working with grants.
