Montgomery County Government is Hiring an Administrative Specialist (Human Resources), Grade 23 Near Gaithersburg, MD

About the Department

The Montgomery County Fire and Rescue Service (MCFRS), an accredited agency, is a full spectrum life safety agency protecting about 500 square miles and over one million people who live and work in Maryland’s most populous jurisdiction. MCFRS is a combination system (volunteer/career) in the suburban Washington, D.C. area. MCFRS Responds annually to over 120,000 emergency calls for service and is staffed by nearly 2,700 career and volunteer responders.

What You Will Be Doing

MCFRS is seeking to fill the position of Administrative Specialist IIl in the Human Resources Division in the Administrative Services Section. The position will provide a high level of administrative and complex clerical support and serve as a Human Resource Liaison to support the functions of recruiting, hiring, promotions process, onboarding, processing employee compensation, and personnel actions for uniform and civilian employees.

Duties will include but are not limited to:

  • Processing personnel actions in oracle database for transfers, promotions, separations, discipline, and hiring utilizing an Oracle system.
  • Process compensation and leave actions.
  • Assist with the uniform promotional process.
  • Draft and post job advertisements for civilian positions and work closely with hiring managers and other county agencies to fill vacant positions.
  • Assist with the hiring and processing of the Firefighter Rescuer I (Recruit) classes.
  • Communicate with candidates regarding their status.
  • Track applicant data.
  • Processing personnel actions in oracle database

Who We Are Seeking

We are seeking candidates with the following:

  • Experience working in a human resources/recruiting environment.
  • Knowledge of Federal and State employment laws (FLSA and EEO).
  • Handle sensitive information and maintaining confidentiality.
  • Strong computer skills with using Microsoft Word, Excel, SharePoint, and TEAMS.
  • Works well with others as part of a team.
  • Ability to work core hours, with limited evenings/weekends for recruitment events.

The anticipated salary range in hiring for this position is $67,206 to $87,287.

Minimum Qualifications


Experience
: Three (3) years of professional administrative experience related to human resource administration and/or recruiting.

Education: Graduation from an accredited college or university with a bachelor's degree.

Substitutions:

1. EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

2. EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.

There are NO Preferred Criteria’s.
All applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet the minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting the qualifications of the same grade or higher will be placed on the Eligible List as “Transfer” candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Experience with Human Resources (recruitment/onboarding)
  • Proficiency in Microsoft Office Excel, Word, Outlook, Teams.
  • Experience in Oracle and Business Intelligence Reporting.
  • Ability to communicate clearly and effectively in a variety of mediums to all level of employees.
  • Ability to plan, set priorities, and organize numerous work assignments.
