ABOUT THE MONTGOMERY COUNTY DEPARTMENT OF TRANSPORTATION (MCDOT):

ABOUT THE JOB:

MCDOT seeks an Administrative Specialist III for its Division Of Traffic Engineering And Operations and Division Of Parking Management. The Department of Transportation (MCDOT) plans and implements activities which prevent and correct problems that contribute to the physical decline of county right-of-way infrastructure; ensures fair and equitable services to residents and traveling public throughout the County; and maintains existing infrastructure to ensure a safe transportation network.

This demanding position will provide confidential personnel management and support for the Division of Traffic Engineering and Operations (DTEO) and the Division of Parking Management (DPM) and liaison with the Office of Human Resources in order to administer personnel matters including recruitment, employee development, classification studies, grievances, position creations, promotions, disciplinary actions, Reductions In Force, reorganization and other HR matters as needed.

WHAT YOU'LL BE DOING:

Duties include, but are not limited to:

  • Performing all aspects of personnel management for two Divisions in MCDOT to include all aspect of hirings, resignations, work plans, performance reviews, training management, CDL program management, and adverse actions
  • Maintaining and managing the Divisions’ personnel files
  • Handling all facets of hiring and placement of new staff
  • Entering personnel transactions in Oracle HR system
  • Assuring all staff take mandatory training and all performance plans and evaluations are done on time.
  • Overseeing Occupational Maintenance Reviews and Requests for Reclassifications
  • Preparing monthly and quarterly reports for the Division Chief and will assist the Division Chief and Section Chiefs with Special projects.
  • Handling EEO and other sensitive issues
  • Administering Workers Comp claims
  • Managing adverse actions (including assisting in investigations, preparing Statement of Charges (SOCs) and Notice of Disciplinary Actions (NODAs).
  • Managing the Divisions’ Commercial Driver’s License program
  • Processing employee awards
  • Providing advice, information and counsel to managers on personnel matters.

WHO WE ARE SEEKING:

The ideal candidate will have excellent oral and written communications skills, exceptional computer skills and experience with Microsoft Teams and Office Suite and excellent data entry skills. The candidate must be detail oriented, be able to meet deadlines and manage multiple projects simultaneously and have the ability to work independently to perform a variety of difficult and complex actions.

ADDITIONAL INFORMATION:

This position requires the ability to attend meetings or perform work at locations outside the office which occasional occurs on weeknights and weekends.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications


Education:
Graduation from an accredited college or university with a Bachelor's degree.

Experience: Three (3) years of professional administrative experience in personnel administration.

Substitutions:

  • EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
  • EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.

There are NO Preferred Criteria Assessments
. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

  • Experience in understanding and applying Personnel Regulations and Collective Bargaining Agreement to complex personnel issues.
  • Experience communicating with all levels of employees, supervisors and managers, verbally and in writing.
  • Experience planning and coordinating personnel activities for a large organization, evaluating the effectiveness of personnel functions, and instituting procedural changes as required.
  • Experience handling adverse/disciplinary actions.
  • Experience processing personnel actions in a computerized personnel system application to include making necessary adjustments to labor distributions as requested.
  • Experience with spreadsheets (Excel) for the purposes of providing management reports.
