Voter Education and Training Specialist

The Montgomery County Board of Elections (BOE) is seeking a Voter Education and Training Specialist (Program Specialist I) whose role will be to develop election worker training curriculum and training materials based on guidelines provided by the Maryland State Board of Elections; lead, train, and support the activities of a team of temporary personnel; conduct post-election assessment of polling places, and support BOE’s Outreach efforts. This position will report to the Designated Manager and work closely with the Outreach Specialist and Recruitment Team.

WHAT YOU’LL BE DOING:

The Voter Education and Training Specialist with the Montgomery County Board of Elections will be responsible for developing and updating training curriculum and materials, and training temporary employees (Election Aide II) who will conduct in-classroom and online training sessions for election workers. Duties may also include subsequent coaching of training section team members. The Voter Education and Training Specialist may deliver different trainings as required.

The Voter Education and Training Specialist will plan and organize a training schedule that takes into consideration the large number of election workers (4,000 ) that need to be trained within a limited timeframe. The Voter Education and Training Specialist will prepare and present evaluation of the election workers training program after each election cycle.

The successful candidate will also perform post-election assessments of 14 early voting sites and 234 Election Day polling locations and prepare a report and recommendation for the Board of Elections Management to consider.

The selected candidate will provide support to the year-round outreach efforts to recruit election workers and voter registration efforts conducted through in-person and off-site engagements.

The incumbent will work independently on reoccurring work assignments using judgement in selecting and applying plans and carry out aspects of program implementation in accordance with policies and program practices. Deviations or situations to which existing guidelines cannot be applied are referred to a supervisor for guidance.

The selected candidate will be responsible for establishing and sustaining continuous communication with the public, other jurisdictions, and the Maryland State Board of Elections.

The selected candidate may be assigned other election duties as required.

WE ARE LOOKING FOR SOMEONE:

Individuals meeting the minimum qualifications will be assessed by the Interviewing Panel to determine the extent and relevancy of their training and experience in the following areas:

  • Experience in election administration.
  • Development of training curricula or training program.
  • Trainer experience.
  • Setting priorities, anticipating and solving problems, developing contingency plans, monitoring and reporting on achievements.
  • Identifying relevant data sources; collecting and analyzing data; preparing reports.
  • Communicating clearly and effectively with internal and external stakeholders, governmental agencies, civic groups, and citizens.
  • Interpreting and applying laws and regulations.
  • Experience leading a team.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings in the specified timeframe.

Minimum Qualifications


Minimum Qualifications:

We are seeking a candidate with one (1) year of professional experience preferably related to training, election training or in a program/specialization area directly related to the assignment of the position. Also requires graduation from an accredited college or university with a Bachelor's Degree. An equivalent combination of education and experience may be substituted.

Voter Registration: The successful candidate must be a Maryland registered voter or must register to vote in Maryland prior to date of hire.
