Montgomery County Government is Hiring an Information Technology Specialist, II, Grade 23 Near Gaithersburg, MD

Montgomery County Police Department is seeking a highly skilled and experienced Information Technology professional for the position of Information Technology Specialist II - Geographic Information Systems (GIS) Analyst. The GIS Analyst must possess strong knowledge of GIS fundamentals and be able to create, edit, maintain, and perform analysis on geospatial data, specifically using the Esri ArcGIS Platform. Under direction of the GIS Manager, this position will perform GIS work with multiple and evolving projects that integrate Police and general Public Safety data and systems. This position must follow County and Public Safety GIS Team development and deployment processes and procedures and will report directly to the GIS Manager for Service Delivery. This position will support the Public Safety GIS Team with data and map creation and maintenance, analysis, and documentation. This role is critical to IMTD and Public Safety being able to keep our GIS data current for the Computer Aided Dispatch (CAD) and other mission critical Public Safety systems.

This position will:

  • Follow standards and methods for developing GIS applications, cartographic products, and data.
  • Assist the GIS Manager with requirements analysis process for new mapping applications and will help develop, implement, and maintain user applications in ArcGIS Enterprise Portal and ArcGIS Online for staff and the public.
  • Aid in preparation of standard operating procedures, documentation, training materials and will assist department staff in the use of GIS tools and applications.
  • Interface with other agencies to determine appropriate GIS applications and methods to solve business needs.

Key responsibilities include, but are not limited to:

  • Creates, edits, and maintains critical Public Safety GIS data used in the county’s CAD system and other public safety applications.
  • Uses various tools within Esri ArcGIS Products (ArcGIS Pro and ArcMap) and concepts (e.g., topology) to create, maintain, digitize, and perform QA/QC for the Public Safety and Police GIS Enterprise database within versioned and non-versioned environments.
  • Creates, uses, and tests network datasets using the ArcGIS Network Analyst extension for emergency vehicle routing.
  • Assists with designing and maintaining Public Safety and Police geodatabases to include metadata creation and maintenance, updating fields and domains, creating and editing attribute rules.
  • Participate as a vital member of the Public Safety GIS Team – must follow direction, pay close attention to detail, and employ critical thinking skills.
  • Conduct meetings with users, vendors, and technical staff for various purposes.
  • Develops geospatial analysis projects using ArcGIS Pro and ArcGIS Enterprise to meet departmental initiatives, strategic goals, and needs.
  • Develops and produces various geospatial models (ArcGIS Modelbuilder, Python), data outputs and maps related to law enforcement analysis projects such as crime analysis, policy & planning, demographic trends, police boundary site selection and delineation, public safety access and routing, emergency preparedness and response, and imagery mapping.
  • Performs evaluation of law enforcement needs using spatial tools for suitability, capability, estimation, and prediction.
  • Serves as an agency resource on geospatial analysis and stays up to date on new analysis techniques and tools.
  • Assists agency users with geospatial analysis projects and questions.
  • Participates in requirements analysis process for new GIS applications and prepares data, system, or process flow charts to support application development.
  • Develops, implements, and maintains user applications in ArcGIS Enterprise (ArcGIS Experience Builder, Survey123 Connect, Quick Capture, Instant Apps, Web App Builder, Configurable ArcGIS apps, StoryMaps, ArcGIS Dashboards, Field Maps, etc) for staff and the public to solve complex business problems.
  • Tests new software and tools as they become available.
  • Creates cartographic products for the department in ArcGIS Pro using advanced cartographic techniques.
  • Keeps maps updated when data changes.
  • Assists in maintaining the department’s large format printer (plotter).
  • Designs, develops, conducts, and implements agency GIS training and guidance as needed.
  • Informs and encourages use of new GIS tools and technology that are applicable to agency's business needs that can improve processes, operations, communications, analysis, and capabilities.
This position requires the ability to attend meetings or perform work at locations outside the office and may involve some weekend or evening work as a normal course of duty

Minimum Qualifications


Experience:
Minimum of 2 years Geographic Information Systems work experience in a professional environment.

Education: Bachelor’s degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C , Visual J , C , C, SQL, PowerBuilder, Oracle Developer 2000, and COBOL.

Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.

Physical Ability: Ability to lift boxes containing computer support items and equipment such as printers, computers, modems, and monitors weighing up to 50 pounds.

Preferred Criteria

There are NO Preferred Criteria Assessments. All applicants will be reviewed for minimum qualification. Those applicants who meet minimum qualification will be related “Qualified”, placed on the eligible list, and may be considered for an interview.

Preference for interview will be given to applicant who have experience in the following:

1. Proficiency with ESRI ArcGIS desktop and web-based suite of products including ArcGIS Pro, ArcGIS Enterprise Portal and ArcGIS Online

2. Ability to create, edit, maintain, and QC geospatial data (mainly vector) using a variety of toolsets in ArcGIS Pro

3. Experience with ArcGIS Network Analyst and network datasets

4. Experience creating static and dynamic maps and mapping applications.

5. Experience working in Enterprise GIS database environments (SQL Server preferred)

6. Ability to process and analyze spatial data.

  • A GISCI Certified GIS Professional (GISP).
  • Ability to apply principles of analytical problem solving and GIS industry standards to a wide range of practical Public Safety and law enforcement problems.

9. Knowledge of Arcade, SQL, and Python languages
