This position is open only to current employees of the Department of Fire and Rescue Service.

Montgomery County Fire and Rescue Service (MCFRS) is recruiting for an Administrative Specialist I to join our team as our records custodian.

Montgomery County Fire and Rescue Service (MCFRS), an accredited agency, is a full spectrum life safety agency protecting about 500 square miles and over one million people who live and work in Maryland’s most populous jurisdiction. MCFRS is a combination system (volunteer/career) in the suburban Washington, D.C. area. MCFRS Responds annually to over 120,000 emergency calls for service and is staffed by nearly 2,700 career and volunteer responders.

What You’ll Be Doing:

The role of the Administrative Specialist I within the Human Resources Division – Records Management section involves executing various responsibilities that are integral to maintaining efficient operations and ensuring compliance. This position also provides a variety of general administrative support.

Primarily, this position is tasked with managing a records database/record management system, that includes the security, accuracy, storage, accessibility, distribution, and retention of records that contain protected information. Additionally, the role encompasses the crucial responsibility of processing time sensitive subpoena requests, ensuring all legal documents are managed efficiently and in accordance with established procedures. This position also assists as needed in section administrative work.

Moreover, the Administrative Specialist I act as a frontline contact addressing public inquires related to the records and information managed by the department. This involves providing timely and accurate information to the public, processing payments for reports, and ensuring a high standard of customer service.

Furthermore, a pivotal aspect of this role is serving as the designated point of contact for Maryland Public Information Act (MPIA) requests, specifically concerning fire and EMS report requests. This involves managing and facilitating the retrieval and dissemination of information requested under the MPIA, ensuring compliance with legal and regulatory requirements while upholding confidentiality and privacy protocols.

Overall, this position demands a detail-oriented individual that is capable of managing records systems, handling legal requests, and effectively communicating with the public,law enforcement and other external entities, while adhering to legal and procedural guidelines.

Who are we seeking:

We are seeking candidates with the following skills:

  • Experience working in a Human Resources and/or records management
  • Experience working in a Human Resources and/or records management
  • Proficient computer skills using Microsoft Word, Excel, Share Point, MS Teams etc
  • Ability to evaluate information and systematically apply policies and procedures
  • Ability to effectively communicate with internal and external customers, in a variety of formats
  • Ability to plan, set priorities, organize and complete numerous work assignments
  • Ability to maintain confidentiality and exercise discretion when handling sensitive information
  • Ability to work independently and as part of a team

Additional information:

To ensure a workplace that is compliant with federal, state and county laws, the incumbent is responsible for completing mandatory trainings within the first three to six months of employment and additional training as required.

Selected candidates will be required to pass a pre-employment criminal background check and Medical History Review that includes a drug and alcohol screening.

The anticipated salary range in hiring for this position: $54,583- $86,103.

Minimum Qualifications


Experience
: One (1) year of professional administrative experience related to the needs of the department/agency to which the position is assigned.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Substitutions:

Education for Experience: Additional education will substitute for the required experience on a year-for-year basis.

Experience for Education: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.


Preferred Criteria

There are NO Preferred Criteria Assessments. All applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet the minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting the qualifications of the same grade or higher will be placed on the Eligible List as “Transfer” candidate and may be considered for an interview.
