POSITION OVERVIEW
Saginaw Township Community Schools is seeking a highly skilled and experienced Director of Human Resources and Labor Relations to join our school district. As the Director of HR & Labor Relations, you will serve as a member of the Superintendent’s Cabinet and be responsible for overseeing all aspects of human resources management, including recruitment, employee relations, policy development, and compliance. This is a critical leadership role that will contribute to the success and well-being of our educational community.

GENERAL AREAS OF RESPONSIBILITY :

  • Oversee and execute all Human Resources functions including recruitment, selection, evaluation, assignment, scheduling, attendance, compensation, training, legal compliance, labor negotiations, labor contract administration, employee discipline, policy development, and budgeting.
  • Responsible for managing the open enrollment process, Schools of Choice, student residency requirements and student discipline.

MINIMUM QUALIFICATIONS :

  • Bachelors in Business Administration or other related fields, with consideration for experience in HR and Labor Relations in lieu of college education.
  • Master Degree in Human Resources, Labor Relations, Business Administration, Management, Education Leadership or a Law degree, highly desirable.
  • The position requires a minimum of three years of successful employment experience in managing human resources/labor relations.
  • Work with a large employer and/or in public education, highly desirable.
  • Significant experience as the chief spokesperson for collective bargaining negotiations, highly desirable.
  • Experience with the “Interest Based Bargaining” model, highly desirable.
  • Demonstrated ability to develop and implement process improvement strategies, including technology efficiencies.

MAJOR RESPONSIBILITIES :

  • Manages an effective and efficient human resources department; maintains personnel files for all district staff.
  • Assumes responsibility for recruitment, selection, appointment, and assignment of competent and qualified personnel.
  • Responsible for the development and implementation of district personnel policies, rules and administrative regulations including employee in-service.
  • Attends all meetings of the Board of Education and prepares reports requested by the Superintendent of Schools for Board action and/or information.
  • Serves as the lead representative of the Board of Education in all contract negotiations and contract administration.
  • Determines appropriate compensation level for each employee.
  • Provides accurate information in the preparation of the annual budget as it relates to staffing.
  • Serves as the district’s Title IX Coordinator.
  • Acts as compliance officer for the district.
  • Oversees annual safe schools training for all staff.
  • Administers district’s worker’s compensation and unemployment programs.
  • Coordinates student teacher placements in schools.
  • Assumes responsibility for the operation and supervision of the open enrollment program in elementary schools.
  • Assumes responsibility for the operation and supervision of the schools of choice program in district schools.
  • Consults with principals and department heads in planning and anticipating personnel needs.
  • Assists with/or evaluates personnel and makes recommendations to the Superintendent on the appropriate status of employees.
  • Develops job descriptions for new staff positions and coordinates the periodic revisions of existing job descriptions to maintain accuracy.
  • Develops and implements district personnel policies, rules and administrative regulations.
  • Plans and provides training for staff in the areas of human resources management, labor relations, legal compliance, and other related topics.
  • Provides interpretation of labor contract language for administrators.
  • Develops and maintains appropriate performance evaluation plans for all levels of staff.
  • Oversees substitute teacher program through a third party, as well as direct hires.
  • Assists principals with student disciplinary issues that may involve suspension or expulsion.
  • Chairs the Superintendent Level Hearing Committee, which meets once a week during the school year, to collaboratively decide appropriate discipline for more serious violations of student code of conduct.
  • Supervises the district’s school nurse and school nurse program.
  • Other duties as assigned by the Superintendent.

WORK ENVIRONMENT :

  • Work will be accomplished primarily in an office setting within the district’s Central Office.

COMPENSATION :

  • 2023-2024 salary range $105,543 – $123,134; commensurate with experience
  • Full year-round calendar

  • Following successful completion of initial one-year contract, successive contracts are two-year rolling contracts.
