JOB TITLE: Deputy Director, Policy

SALARY RANGE: $115,000 - $135,000

HAY POINTS: 775

DEPT/DIV: HQ Policy & External Relations

SUPERVISOR: Senior Advisor, Policy & Special Projects

LOCATION: 2 Broadway New York, NY 10004

HOURS OF WORK: 9:00am - 5:30pm (7 1/2 hours/day)

DEADLINE: April 11, 2024

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

The Deputy Director will lead the development of MTAs unified policy positions on issues of critical importance to the Authority including but not limited to MTA funding, equity in services to the community, climate sustainability and resiliency, capital needs and capital plan funding strategies, and transit-oriented development. Working with the Senior Advisor of Policy and Special Projects, this position will convene and manage an interagency working group comprised of policymakers across the organization to catalog areas of interest and prioritize policy initiatives.

This position will spearhead the development of MTAs policy thought leadership through the creation of policy publications, a webpage, etc. These publications will likely span topics including but not limited to equity in services to the community, climate sustainability and resiliency, capital needs and capital plan funding strategies, and transit-oriented development.

RESPONSIBILITIES:

  • Create a policy working group across departments and across agencies to develop MTAs policy agenda and drive implementation.
    • Establish and facilitate an Authority-wide policy working group with participation from policymakers across the entire organization.
    • Set guidelines for and establish policy priorities that are consistent throughout the MTA, through collaboration with MTA staff.
    • Highlight specific policy areas for dedicated focus to establish consensus across MTA groups.
    • Create internal guidelines and protocol for dissemination and implementation of policy priorities/positions.
  • Track policy initiatives and elevate priorities for appropriate City, State, and Federal forums.
    • Create and maintain a centralized tracking mechanism for policy initiatives across all agencies and departments of the MTA.
    • Act as a clearinghouse for MTA policy priorities.
    • Help to advance policy priorities externally with intergovernmental partners (City, State, and Federal) in partnership with GCR.
    • Help to establish annual priorities for State of the State, NYS Budget, and NYS Legislative Session in partnership with GCR and executive leadership.
  • Develop and publicly disseminate MTAs policy position on critical issues.
    • Identify opportunity areas for MTA to affirmatively publish a public policy position on a quarterly basis.
    • Lead the research, development, and public dissemination of at least three policy publications per year.
    • Coordinate with the press office and GCR on rollout of key policy documents.
  • Other duties as assigned.

QUALIFICATIONS:

  • Experience in public sector preferred.
  • Experience in developing public policy and driving forward policy initiatives.
  • Must have the ability to build strong interpersonal relationships and develop the trust and confidence of high-level executives at the MTA and external stakeholders.
  • Demonstrate a strong understanding of NYS and NYC political landscape.
  • Must possess strong presentation, facilitation, and written communications skills.
  • Proven decision-making, critical thinking, analytical, and problem-solving skills.
  • High level of professional integrity and work ethic with a dedication in providing high quality service.
  • Will occasionally need to work outside of normal work hours (i.e., evenings and weekends).
  • Travel may be required to other MTA locations or other external sites periodically.

EDUCATION AND EXPERIENCE:

REQUIRED:

  • Bachelors degree in a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
  • A minimum of 8 years of project management, public policy, or related experience.
  • Demonstrated supervisory and/or leadership abilities.

PREFERRED:

  • Managerial or project level experience.
