Background Info: The objective of this performance work statement (PWS) is to provide management consulting for part-time development, maintenance, and operational support for the DDM Debt Mainframe Input Management application and support for transitioning file processing off the Mainframe on a variable as-needed basis. The Debt Input Management application supports the Treasury Offset Program (TOP), Cross-Servicing, and Centralized Receivables Service (CRS) mainframe file processing

PERIOD OF PERFORMANCE: The overall period of performance shall be 36 months consisting of a twelve (12) month base period and two (2) additional twelve (12) month option periods. Base Period: 5/25/2024 to 5/24/2025, Option Period 1: 5/25/2025 to 5/24/2026, Option Period 2: 5/25/2026 to 5/26/2027

QUALIFICATION/REQUIREMENTS:

➢ Have 10 years IBM Mainframe experience; REXX and COBOL programing, JCL, TSO/E and ISPF/PDF including jcl skeletons and file tailoring, Connect:Direct scripting.

➢ Have 10 years CA mainframe experience; CA-View, CA-Deliver and CA-ESP with expertise of the CA-ESP job scheduling system.

➢ Maintain and debug the TOP, Cross-Servicing, and CRS Input Management REXX applications and migration of the Input Management code/scripts changes to UAT and production environments.

DUTIES : The management consultant shall provide as needed services described within the scope and the following tasks and deliverables:

• Mentor and provide on the job training to the Debt File Processing Operations and Software Testing staff on mainframe technologies, Debt Mainframe Input Management file processing operations, and mainframe trouble-shooting techniques.
• Support Debt Software Testing team to troubleshoot and resolve agency debt file testing issues and support with Input Management configuration setup on the mainframe for agency file testing.
• Troubleshoot and resolve mainframe Debt file processing production operational issues due to Input Management application, Connect: Direct file processing, CA ESP or any other Mainframe related issue.
• Develop, test, and implement mainframe Input Management application code changes and configuration changes to support Debt onboarding new file types and agency file transfer changes.
• 3.5 Assist DDM staff with developing and reviewing file transfer requirements to support moving data files for TOP, Cross-Servicing, and CRS from the mainframe through MoveIT and/or Sterling File Gateway products to/from AWS S3 landing pad buckets.
• Support testing and validating TOP, Cross-Servicing and CRS file transfer functionality between the Mainframe, MoveIT and/or Sterling File Gateway, and AWS S3 landing pad buckets.
• Assist DDM staff with developing and reviewing file transfer requirements to support moving external customers data file transfers for TOP, Cross-Servicing, and CRS off the mainframe to MoveIT and/or Sterling File Gateway products.
• Support testing and validating file transfers between external customers for TOP, Cross-Servicing, and CRS with MoveIT and/or Sterling File Gateway and with AWS S3 landing pad buckets.
• Develop, test, implement and maintain mainframe REXX routines to purge DDM Debt data files off the mainframe that meet data retention schedules and creates an audit log for the purged data files.
