Job Title Project Manager

Job Summary

NIST’s roles under the CHIPS Act are as financial steward of the CHIPS Incentives Program and as scientific leader for the CHIPS R&D Program. In executing these programs, the CHIPS program is required to meet aggressive deadlines to issue funding announcements, set application deadlines, and issue decisions on awards, with varying timelines associated with various programs. NIST requires an integrated approach for program administration across the grants and projects lifecycle, including consistent processes, program management and on-going support.

Job Classification

This position is classified as exempt.

The ideal candidate will:

  • Demonstrate strong oral and written communication skills with both client and applicants.
  • Deliver high-quality client service in a fast-paced, unpredictable environment.
  • Develop strategies to meet specific client needs, manage work plans, staffing, deadlines, and budget.
  • Collaborate with team leadership keeping them abreast of project progress and important developments.
  • Partner with stakeholders and project team to meet business objectives and help ensure deliverables are completed in a timely manner including articulation of complex issues, structuring clear and concise recommendations to senior leaders.
  • Contribute to positive team culture and collaborative working environment.

Duties and Responsibilities:

  • Manage the applicant’s Other Transaction Authority (OTA) and/or grants process completion, tracking status and receipt of each document.
  • Coordinate Call for Submission solicitations.
  • Coordinate with transaction advisors to ensure that all process documents are completed on time and track status/receipt.
  • Respond to and coordinate Q&As across internal stakeholders.
  • Manage check-in cadence/scheduling with transaction advisors and Directors.
  • Collate status reports from CPO teams and Transaction Advisors, assist Investment Director with aggregating / summarizing materials for decision-making and discussion.
  • Ensure that all project documentation is accurate, up-to-date, and easily accessible.
  • Update trackers (e.g. data requests/question lists) as items are resolved.
  • Monitor project progress, identify potential issues or risks, and develop and implement mitigation strategies.
Job Requirements

Qualifications

  • Bachelor's degree
  • 3 years of experience in project management or management consulting in a fast-paced environment.
  • Strong organizational and time management skills, with the ability to manage multiple efforts simultaneously.
  • Excellent communication and interpersonal skills with the ability to work effectively with stakeholders at all levels.
  • Strong analytical and problem-solving skills, with the ability to identify issues and develop effective solutions.
  • Expert knowledge of project management software and tools, such as Microsoft Excel, Trello, etc.
  • Excellent verbal and written communication skills.
  • Superior aptitude for analysis, including quantitative analytical skills and problem-solving.
  • Experience in the semiconductor industry is a plus.

Physical Requirements

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
