Job Title: Platform Lead

DUTIES AND RESPONSIBILITIES:

  • This position is for a Department of State contractor who will be responsible to the Coordinator for Afghan Relocation Efforts (CARE) working as Diplomatic Platform lead overseas. CARE handles the planning and logistics of relocating eligible Afghans on flights or by ground transportation to overseas case processing sites entitled “Platforms”. Additionally, CARE manages those case processing sites in third countries where the paperwork and related processing for eligible Afghans occurs. CARE works closely with a broad range of partners at home and abroad to advance this vital mission.
  • CARE works to relocate eligible Afghan allies, including those who qualify for Special Immigrant Visas, Immigrant Visas, and approved United States Refugee Assistance Program (USRAP) cases, including Priority 1 (P-1) and Priority 2 (P-2) referrals.
  • CARE implements its mission with the support of multiple Government and Contractor resources. The program is large, important complex, and has high visibility in the Department of State and the Administration.

Platform Lead - Specific Duties

  • The platform lead serves as the contact point between the overseas diplomatic platform and the CARE DC headquarters. The platform lead works with CARE DC headquarters on international technical and finance goals related to the specific platform. Collaborating with Government and contractor resources he is the focal point through which all of these resources are coordinated at his platform of assignment.
  • Concurrently, the platform lead is the means through which the plans, objectives, and problems of the platform are made known to the CARE DC headquarters. The platform lead contributes to the development of the basic policies and guides which are furnished to the Government for developing its project proposals. He reviews and analyzes platform proposals and formulates and recommends programs and projects that encompass the total scope of operations at the platform. This requires examination of the total platform program from the point of view of (1) its applicability to critical activities, (2) program balance, (3) ability of CARE to provide support at the platform, (4) absorptive capacity of the platform's resources, and (5) the accuracy and reasonableness of cost estimates.
  • The platform lead collaborates with all other interested Government agencies at each major step in the program process to make certain that the platform program is consistent with CARE foreign policy objectives. He may support the negotiation of agreements for the conduct of programs in the platform. He may be called upon to review of proposals submitted by the platform leadership and is responsible for justifying them to other segments of the CARE DC headquarters. In all of the activities described above, he works closely with the CARE Operations team at the platform.
  • The platform lead is responsible for the continuing review and evaluation of the platform programs in relation to their effectiveness in (1) supporting CARE and policies and objectives and (2) in meeting the needs and requirements of the platform. He accomplishes this through review of progress reports, statistical data, and material emanating from the platform or from other sources within the platform, through discussion with platform personnel called in for consultation in Washington, and through official trips to the platform for purposes of collaboration, inspection and review. He provides advice and assistance to the platform director in problems of internal platform management, staffing, and operations, and assures that the platform is receiving adequate management support from the appropriate CARE DC headquarters offices.
  • The platform lead also supports the review of queries conducted by Congressional groups, evaluation teams, the General Accounting Office etc., drafts responses, and recommends and follows up on appropriate corrective action to strengthen operations or staffing, change program emphasis.

Education:

  • Four-year degree from an accredited college or university
  • Credit may be given for the sum of life experiences and specific credentials noted below

Experience:

  • 10 years in federal programs as a Desk Officer
  • Specific experience in conflict zones, and high threat areas
  • Specific experience with large complex facility operations and life support

Credentials:

One or more of these credentials would be helpful:

  • COR Level 3 - Department of State or equivalent experience from another federal agency
  • PMP - Program Management Professional (PMP)
  • FAC – Program/Project Management (FAC-P/PM)
  • FAC – Contracting (FAC-C)
  • FAC – Contracting Officer’s Representative (FAC-COR)
  • DOD/DOE/DHS Certifications associated with GS Job Series:
  • 1102 – Contracting Officers/Contract Specialists
  • 1103 – Personal Property
  • 1105 – Purchasing
  • 1102/1109 – Certification in Financial Assistance

General Scope:

The general requirements for platform support are divided into two basic groups of services. Life Support and Operations and Maintenance. Life support, in this context means taking care of the Afghan guests of a diplomatic platform by providing food, water, shelter, passport processing, medical, and other essential services. Operations and Maintenance in this context means taking care of the facility buildings, equipment, and other physical elements of the platform. Life Support and Operations and Maintenance is executed at each platform via multiple contracts, and contractors with oversight of each contract by one or more contracting officers and contracting officer representatives.

Key competencies include:

Communication / Coordination: The ability to communicate and coordinate with the CARE program manager, CARE Contracting Officers, and CARE Contracting Officer Representatives along with the in-country management team doing business in host country:

Staffing: The ability to monitor and consolidate staffing information to meet contract requirements – monitor talent gaps, performance and minimize turnover.

Logistics and Procurement: The ability to efficiently and effectively communicate international supply chain to issues associated with contracted work

Task order management: The ability to understand and communicate work performance under multiple orders for platform services. This includes summarizing contractor performance, risks, and new requirements.
