Description
Leidos, Inc. is seeking a part-time Contracts Specialist to support its National Airspace System Integration Support Contract (NISC IV).
The NISC IV program provides diverse and critical support the Federal Aviation Administration. The Contract Representative will provide overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws.
The Contracts Specialist should have progressive experience providing cradle-to-grave contract administration support for Government contracts including RFP analysis, hands-on proposal development and review including the development / review of terms and conditions, coordination of appropriate internal reviews, and contract administration.
This position will possibly telework approximately 25% of the time but must be within commutable distance of L'Enfant Plaza in Washington, DC to attend in person meetings with the NISC client groups.
Provide contract support to the entire mobile asset portfolio, including, Mobile Air Traffic Control Towers (MATCTs), Mobile Terminal Radar Approach Control (MTRACON) facilities as well as the Mobile Asset Deployment Centers (MADCs).
The Mobile Asset Sustainment Program is responsible for acquiring, maintaining, and deploying the FAA's mobile assets to support the continuity of National Airspace System (NAS) operations during emergencies, routine facility maintenance, major facility improvements and significant public events requiring air traffic control augmentation.
While a clearance is not required to be considered for the position, the ability to obtain and maintain a clearance (i.e.
Public Trust) is required if hired.
Contracts Specialist Primary Responsibilities
Candidate must be a motivated self-starter able to work independently. The selected candidate must be detailed, solutions and goal oriented.
The candidate must be able to communicate clearly and professionally in written and verbal communications with other contracts and procurement staff, functional peers, Program management and external and internal customers.
The day-to-day :
Support assigned task orders and subtasks, to include assisting in contract negotiations, resolve performance issues, ensure compliance with Leidos policies, procedures as well as government and contract requirements.
Develop solutions to complex problems and issues that are unclear and require thorough analyses and understanding of acquisition processes.
Regularly interact with Task Order managers, contracts, and with customers as required.
Attend early capture sessions to determine specific information and requirements in order to apply the correct contracts requirements, techniques, methods and resources.
Other duties and responsibilities as assigned.
Contracts Specialist Basic Qualifications
Bachelor's degree in business administration or related field and 8 to 12 years prior relevant experience or a Master's degree with 6 to 10 year of prior relevant experience.
Knowledge of government contract procedures including a working knowledge of Acquisition Management System (AMS), FAA Acquisition System Toolset (FAST), Defense Acquisition Regulation (DAR), and Defense Federal Acquisition Regulation (DFAR) with particular emphasis on proposal support preferred.
Experience with negotiating complex terms and conditions.
Ability to work in fast-paced environment and manage multiple priorities.
Demonstrated success in establishing partnerships and using interpersonal skills to deal effectively with executive management and staff.
Ability to establish relationships internally and within the customer community.
Proficient in Microsoft Office Suite applicationsExcel, Word and PowerPoint.
Prior work experience with US government mangers, employees and programs required.
Contracts Specialist Preferred Qualifications
Prior experience working with the FAA highly desired.

Pay Range :
Pay Range $87,100.00 - $157,450.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
