US Court Services and Offender Supervision Agency... is Hiring a SUPERVISORY CONTRACT SPECIALIST Near Washington, DC

Duties

  • The incumbent is the Supervisory Contract Specialist and is a Deputy Director in the Agency's Office of Procurement and shares full responsibility and authority with the Director for planning, directing, and supervising the full range of procurement operations. The incumbent is recognized as a technical expert in acquisition policies; provides guidance in acquisition efforts to ensure compliance with the Federal Acquisition Regulation, the Federal Acquisition Streamlining Act, and other statutes, executive orders, and initiatives affecting federal procurement.
  • The incumbent serves as the agency-wide expert in a functional area of procurement. The incumbent is the recognized agency procurement expert and advises on contracting actions, including policy interpretation. As a Deputy Director in the Office of Procurement, the incumbent may serve as the Agency's Deputy Head of the Contracting Activity (HCA) and consults with and advises the Senior Procurement Executive (SPE).
  • The incumbent plans, directs, supervises, and performs the full range of pre-award and post-award contract functions and leads the development and implementation of acquisition policies and procedures. The incumbent manages and administers procurement actions for large, complex acquisitions in major agency components. The incumbent is the Deputy Head of the Contracting Activity and provides expert technical leadership and consultation in contract compliance and contractor performance for high-risk agency programs and projects.
  • Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members, provides feedback, and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

  • This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
  • This position requires the completion of OF-450 Financial Disclosure.
  • You must be certified at Level III in either Federal Acquisition Contracting-Certification (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA).

Qualifications

You may qualify at the GS-14 level if you meet the following basic qualifications requirement:
A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade unless granted a waiver under Paragraph D.
OR
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at their discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, APPLICANTS MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your application package.
The Selective Placement Factor for this position is: You must be certified at Level III in either Federal Acquisition Contracting-Certification (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA). Specialized Experience:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-14 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position and must have provided the knowledge, skills, and abilities to perform the work of the position as a Supervisory Contract Specialist successfully. An example of such specialized experience would include: advises management and contracting officers on matters pertaining to all aspects of contracting actions, including contracting procedures and policy interpretation. Provides advice and assistance to those seeking guidance in connection with cause and cure of contracting problems with significant impact in the agency.
