Job Description

efferson Solutions, the well-respected government consulting company of the Jefferson Consulting Group, a woman-owned small business, is seeking Contract Specialists to support work with the Forest Service. This job can be fully remote - 100% telework in the U.S

The Contract Specialist will prepare documents and files for review and ultimate approval, negotiation and award by the designated Forest Service Contracting Officer. The Contract Specialist shall use client provided information systems and Forest Service programs and supplied equipment to create all documents required to complete assigned tasks. The Contract Specialist shall also assist with administration of these awards, including reviewing documentation and providing recommendations to the Contracting Officer on issues, required approvals and modification recommendations. The Contract Specialist shall provide support as needed to ensure contract documentation is processed in a timely manner without negatively impacting or creating undue delay. This requires the knowledge of Federal and Agency rules, regulations, policies and procedures.
Duties will include the following:

  • Provide assistance in the development of solicitations (RFQs and RFPs) and approval memos - review the SOW and develop a solicitation for the procurement that meets the requirements for posting on the government-wide point of entry or solicitation to 3 or more vendors as needed. When the procurement requires selection criteria, the Contract Specialist shall assist the government with development of evaluation criteria or quality ranking factors (QRFs) that will help select the strongest quote.
  • Develop Requests for Proposals (RFP) - Under the guidance and approval of the Procuring Contracting Officer, the Contract Specialist must assemble Request for The RFP must specify technical scope of the award, deadline for proposals, submission criteria and processes, selection procedures and evaluation criteria. All RFPs must be submitted to the Contracting Officer for posting. If authorized by the CO, the Contract Specialist may advertise the solicitations via other distribution channels.
  • Respond to Applicant/Offeror Questions - Under the guidance and approval of the CO and COR/relevant technical advisor, the Contract Specialist must document and respond to all questions related to the solicitations. The Contract Specialist must create appropriate amendments in response to applicant/offeror
  • Facilitate the Technical Evaluation Process - screen all proposals for basic eligibility requirements and compliance, in accordance with Provide recommended result to the CO for review and approval. The Contractor will serve as TEC coordinator for all RFPs, having the primary responsibility to ensure that all requisite materials are available for the TEC panelists. The Mid Acquisition Specialist must manage the TEC schedule and document the TEC proceedings, as well as support the TEC Chair with other functions such as drafting of the TEC memo.
  • Prepare Award Documents - Once the TEC Memo has been approved by the CO, the Contract Specialist shall provide analysis and recommendations to the CO regarding the cost of the award and drafting price negotiation and/or competitive range memoranda for the CO to use in the award negotiation.
  • Award Administration - The Contract Specialist shall prepare contracts and modifications with all required documentation for consideration by the Contracting Depending on the needs of the government, the contractor may become involved in activities associated with contract administration.

Qualifications/Requirements

  • Bachelor's degree or equivalent
  • Five (5) - twenty (20) years of Federal Acquisition experience.
  • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with program and contracting officials.
  • Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
  • You must be able to pass a background investigation and favorable fitness/suitability determination.
