CGH Technologies Inc is Hiring a Contract Specialist Near Washington, DC

CGH Technologies, Inc. (CGH) is a business solutions firm, specializing in Data Management, Software Engineering, and Business Intelligence solutions. Located within the Washington corridor, CGH has worked successfully with Government, Commercial and International sectors, providing management consulting, software development and facilities/infrastructure design, maintenance and program management support of large, complex operational environments and facilities security maintenance. CGH has an exciting opportunity for a Contract Specialist to join the CGH Team.

Purpose:

The Contract Specialist handles government contract process from "cradle to grave." Knowledge of Federal Acquisition Regulations (FARs), GSA Schedules, contract administration/subcontract administration required. Knowledge of FAA AMS (Acquisition Management Systems) a plus.

Responsibilities:

  • Prepare Subcontract Agreements, Letter Contracts, Consulting Agreements; Non-Disclosure Agreements, Proprietary Information Agreements, Teaming Agreements; Memorandum of Understanding, and other related agreements.
  • Actively participate in senior management meetings by providing guidance to project teams as it relates to monitoring contract and subcontract cost and technical terms, schedules, and the accomplishment of contractual obligations.
  • Work independently on routine to moderate contract management responsibilities, including contract and regulatory compliance, and negotiations (price, terms and conditions, and technical requirements).
  • Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure and communicates results effectively.
  • Assist internal business teams on corporate goals and objectives relating to contract activity. Focal point for all communication with finance and business team disciplines for resolution of contract issues and disputes.
  • Troubleshoot issues and work with various teams to drive tasks to completion efficiently and accurately in a dynamic fast paced environment.
  • Review complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications.
  • Cost analysis and pricing of government contract proposals.
  • Lead Development and production of cost proposals and ensuring the timely generation of pricing submissions and compliance with solicitation requirements, government regulations (FAR) and established review/approval process.
  • Works with interdisciplinary teams to ensure contractual requirements are met as determined by established deliverables. Manages the account deliverables matrix. Ensures adherence to those deliverables, communicates milestones and commitments.
  • Reviews solicitations to ensure compliance with terms and conditions.
  • Prepares responses to certifications and representations.
  • Coordinates with program managers (task leaders and others) to ensure the fulfillment of contract requirements and compliance.

Qualifications


Number of Years Experience Required:

  • 8-10 years experience in federal government contracts/subcontracts administration.

Minimum Education and Certifications Required:

  • Bachelors Degree in a related discipline, preferably a Juris Doctorate (JD)

Technical Skills Required:

Computer Skills:

  • Proficiency in MS Office, especially Word and Excel.

Other Knowledge, Skills, and Abilities Required:

  • Must be a US Citizen
  • Think strategically and effectively communicate, verbally and written, with both internal and external customers.
  • Ability to manage multiple contracts at the same time of moderate value and risk level, including various contract types such as cost reimbursable and fixed price.
  • Senior level understanding of Government contracting requirements; basic understanding of international contracting.
  • Excellent written and verbal communication and negotiation skills
  • Ability to complete multiple tasks in a fast-paced environment
  • Excellent teamwork skills; ability to work and excel independently; strong time management skills.
  • Small company work experience preferred
  • Flexibility to wear many hats and adapt well to change
  • Experience in all types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis
  • Knowledge of SCA, DBA, FAR/DFAR and CAS compliant requirements
  • Understand Federal schedule pricing and regulations
  • FAA AMS knowledge/experience strongly preferred
  • While performing the duties of this job, the individual is regularly required to sit, stand, talk, hear and use a computer/keyboard/mouse for several hours on a daily basis.
  • May require occasional light lifting of up to 10 pounds.
