Kadiak Government Services (KGS) is looking for looking for an individual that understands human resources in a federal government environment to join our team supporting the Department of Energy’s Office of the CIO. The particular focus for this position will be human resources data collection, metrics, and administration. In addition, the ability to provide support to federal government stakeholders with staffing analysis, employee surveys, and the monitoring of activities and deliverables related to human resources is a key component of this position.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • In collaboration with leadership, collect and compile HR Metrics and data from a variety of sources including the Human Resources information system (HRIS)and payroll outputs, management, and employee surveys, exit interviews, employment records, government labor statistics, competitors’ practices, and other sources.
  • Provides advisory services for the administration on complex issues related to a wide range of HR activities, and services designed to optimize the efficiency of management planning, mission achievement, and other technical and HR programs provide support to the IM-11 Director as a human resources liaison.
  • Provide support and advice for completing requests for IM-11 ad-hoc reports. Monitors, tracks, and prepares reports, and generate staffing details, as needed.
  • Incumbent will be responsible for working with IM-11 team members in developing duties for position descriptions. Responsibilities include ensuring, coordination, adequacy and timeliness of required information or questions related to developing a position description.
  • Responsible for vacancy announcement log and accuracy of information. Maintains oversight and coordinates approval with selecting officials of vacancy announcements drafted by HC Staffing Specialist and Leads and coordinates development and submissions of announcements ensuring finalized product is ready for IM-11 final review to post.
  • Aid management and selecting officials as needed in review of job analysis created by IM/HC and requests the selecting official to review and approve final products.
  • Participate and provide guidance and advice in all IM-11 recruiting activities.
  • Devise methods to enhance recruitment strategies within IM-11 to meet fluctuating hiring needs.
  • Maintain Org-Charts recurringly for internal and external tracking.
  • Maintain Federal Data collection points through system trackers including, but not limited to HCAT, EXCEL, POWER BI or any other tracking software.
  • Monitors, tracks, and reports on project progress to senior management.
  • Develops written analyses and conclusions.
  • Coordinates the intra-agency development and delivery of compliance and other status reports.
  • Designs and develops reports to OCIO executives and management for information and decision-making purposes.
  • Works directly with the Supervisory Management and Program Analyst to coordinate and prepare submission by IM-11 of all operational plans and reports to effectively reflect the Office's plans and priorities.
  • Coordinates and serves as liaison on other requests for information and prepares other agency level reports for the Office.
  • Collaborates with all IM-10 groups to encourage the most effective intra-office use of resources (systems, budgets, etc.).
  • Liaisons and collaborates with DOE Offices to achieve greater efficiencies in office and agency operations, to ensure that OCIO operations adhere to agency policy and procedures, and to ensure the needs of DOE and OCIO are mutually satisfied.
  • Serve as the subject matter expert and is responsible for the functional management of automated systems and software to track and analyze data, and on-going actions.
  • Identifies and translates complex data analytics concepts, findings, and limitations into concise, written, and graphical data analysis in order to evaluate the effectiveness of program operations.
  • Performs analyses to identify effective administrative processes and those that are ineffective across bureau and /or Department lines.
  • Assesses progress of contractors towards achieving goals; Assesses project risk through continuous monitoring and communication with contractor, leadership, and customer stakeholders.
  • Provides technical advice in the collecting, analyzing, interpreting, and communicating insights from data; Provides internal and/or external data analyses methodological or system reviews, studies, projects, and data validation efforts.
  • Research and designs presentations and interpretations of analytical outputs tailored to specific audiences.
Work Experience, Knowledge, Skills & Abilities:
  • Experience in Human Resources management; Federal Government experience is a plus.
  • Mid-level experience with working with HR data and presentations.
  • Proven ability to process quality work while supervising Team production of client deliverables.
  • Experience communicating with and writing for executive level government clients.
  • Excellent organization and time management skills with ability to handle multiple priorities.
  • Exceptional analytical and problem-solving skills with ability to assess business requirements.
  • Ability to collaborate with others for the timely achievement of designated goals and accomplishments.
  • Excellent verbal and written communications skills.
  • High level customer service and relationship management skills.
  • Ability to effectively interact with management and staff, in a collaborative manner, at all levels within a multi-level organization.
  • Ability to proactively identify problems, formulate and communicate solutions, and mitigate them in a timely manner.
  • Ability to use discretion concerning sensitive and confidential data and information.
  • Demonstrated integrity and professionalism.
  • Detail-oriented.
  • Ability to work in a collaborative team environment with internal and external stakeholders.
  • Excellent computer skills with proficiency in Microsoft Office programs (i.e., Access, Excel, Word, Outlook), SharePoint, and PowerBI.
  • Proven ability to perform under pressure and to adjust plans to meet changing needs and requirements.
  • Broad conceptual judgment, initiative, and ability to deal with complex issues.
  • Ability to effectively work both individually and in a team environment.
Education and Experience:
  • Bachelor’s degree in a related field of study.
  • Must meet minimum years of experience requirement as specified below. 
  • Must have four (4) years of relevant HR project management or consulting experience in an information technology environment with specialized experience in the applicable functional area.
Certificates, Licenses, Registration:
  • U.S. Citizens only due to government or federal requirement
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
