The Road Home Dane County is Hiring a Human Resources & Operations Director - Hybrid (60% in office/40% hybrid) Near Madison, WI

In the Human Resources & Operations Director role, you will play a crucial role by ensuring efficiency in the Agency functions including human resources, facilities, safety, and managing outsourced/contracted services and functions by:
Providing Human Resources leadership and implementation.
  • Preparing, updating, recommending, maintaining, and administering all human resource policies and procedures (including the Employee Handbook) in compliance with all Federal and State laws.
  • Communicating Federal and State laws to Agency employees as required.
  • Maintaining human resource records and required notices in a compliant, orderly manner.
  • Conducting investigations, maintaining records, and representing the Agency at hearings for any human resources related issues.
  • Updating job requirements and job descriptions for all positions as needed.
  • Testing job descriptions for FLSA compliance.
  • Administering worker's compensation claims. Maintaining OSHA compliance.
  • Monitoring and maintaining Affirmative Action program.
  • Authoring and sending Agency communications.
Maintaining staffing levels and prepare new hires for job assignments.
  • Facilitating discussions with department managers & directors regarding organizational structure including assisting leaders with workflow analysis and staff change requests.
  • Establishing, implementing, and maintaining a recruiting and interviewing program including participating in the entire process from interviewing through offer letters and job closing.
  • Coaching managers on interviewing best practices and candidate selection.
  • Leading all onboarding activities to ensure an outstanding employee experience.
  • Conducting and analyzing exit interviews.
  • Working with managers to create orientation schedules for new employees.
  • Assisting managers with check-in meetings with new employees to determine job acclimation.
  • Establishing and conducting orientation and training programs.
Ensuring mission focused performance results.
  • Partnering with Leadership team to set goals and expectations. Assisting with communication of the goals and expectations by job description.
  • Creating, implementing, and monitoring employee satisfaction including proactively thinking about how to help staff with resiliency from the emotional toll that comes with case management.
  • Surveying and creating action plans to create staff retention.
  • Ensuring an effective performance appraisal and monitoring process.
  • Training managers to give feedback and coach employees.
  • Hearing and resolving employee complaints and concerns.
  • Counseling employees and supervisors regarding performance issues.
  • Assisting managers in addressing employee performance deficiencies through creation of Performance Improvement Plans, frequently monitoring, and discussing those plans.
Ensuring effectiveness of Agency pay and benefit programs.
  • Partnering with external sources to study and assess benefit and pay trends.
  • Conducting/analyzing periodic salary surveys.
  • Recommending, planning, and implementing pay structure and future revisions.
  • Executing all bi-weekly payroll activities.
  • Monitoring and documenting individual pay actions.
  • Recommending benefit design/plans to the Leadership team.
  • Obtaining and evaluating benefit vendors and contract bids.
  • Awarding benefit contracts.
  • Administering day-to-day benefits.
  • Designing and conducting educational programs regarding benefits.
  • Coordinating claims and administrative issues for all benefit programs.
  • Answering employees' benefit questions.
  • Working with employees and benefit partners to resolve claims issues.
Leading & p roviding Agency facility & office support.
  • Setting strategic goals, implementation plans, results monitoring for all supporting services and agency facilities to increase efficiency and productivity.
  • Lead all efforts to secure services bids (office, building, cell phones, etc.) using the agency procurement policies.
  • Manage vendor partners specific to IT, office cleaning, office and building maintenance, property maintenance (e.g., landscaping and parking lot maintenance - snow removal) and other contracts to maintain services for the Agency's functionality.
  • Managing all The Road Home building usage (including conference rooms and program space) specific to external use.
  • Managing all security and access to The Road Home buildings.
  • Leading, implementing, and maintaining building safety planning, crisis management, and crisis communication plans in collaboration with The Road Home Leadership team.
  • Overseeing and managing building code and compliance requirements including, but not limited to, the elevator, fire extinguishers, AED, smoke detectors, etc.
  • Supervising and directing the work of the front desk administrative assistant including providing lunch coverage.
  • Troubleshooting and managing office equipment (printers, postage, phones, cell phones, etc.)
  • Serving as the first point of contact for all IT related needs, including troubleshooting, onboarding and offboarding.
  • Leading the completion of Business Insurance Applications.
  • Administering and managing business/property insurance claims.
  • Serving as the point person for financials regarding employee recognition, training, and pay.
To be successful in this role, you will need:
  • Bachelor's degree in Business Administration, Human Resources, Organizational Development, Psychology, or a similar degree is preferred; experience in lieu of degree will be considered.
  • 5 years of human resources experience which includes skill and experience growth, is required.
  • Demonstrated knowledge and experience in employment law compliance, organizational planning, recruitment, organizational development, employee relations, performance management, benefits and pay administration, payroll, , and are required.
  • Previous experience running payroll is required. Proficiency in isolved is preferred.
  • PHR or SHRM-CP certification is preferred.
  • Outstanding interpersonal relationship building and are required.
  • Ability to practice a high level of confidentiality is required.
  • Excellent communication skills, including listening, writing, and speaking in English are required.
  • Ability to learn about our culture, recommend, and implement programs and processes in collaboration with the Leadership team is required.
  • Must have the ability to work within a team and to foster teamwork and trust is required.
  • Demonstrate excellent time management and organizational skills are required.
  • Ability to work independently and collaboratively in a dynamic, results-focused environment is required.
  • Previous experience in an Operations role specific to managing facilities, outsourced IT, and services vendor partnerships is required.
  • Proficiency in Google Suite is required.
  • Previous supervisory experience is preferred.
  • Previous experience in a not for profit or social justice environment with multiple locations is preferred.
  • Passion for social justice and commitment to the mission of ending homelessness is preferred.
  • Valid driver's license and personal vehicle insurance are required - may occasionally visit local housing sites.
