Systems Engineer
Location: USCG HQ, Washington, DC
Clearance: Active Secret
Support USCG CG-7 in the development and management of a standardized, defendable and repeatable process to generate and maintain USCG capability (operational) requirements in support of follow-on acquisition activities to improve the performance of all USCG missions.
· Lead the development of the concept of operations (ConOps) and resulting system architecture, defining boundaries, defining and allocating requirements, evaluating design tradeoffs, balancing technical risk between systems, defining and assessing interfaces, and providing oversight of verification and validation activities, as well as many other tasks
· Lead the technical planning effort and has the prime responsibility in documenting many of the technical plans, requirements and specification documents, verification and validation documents, certification packages, and other technical documentation
· Responsible for performing, leading, and coordinating activities for the development of complex information technology systems and applications
· Applies business process improvement practices to re-engineer methodologies, principles and business process modernization projects
· Evaluates all hardware and software
· Provides technical expertise
· Assists in establishing standards for information systems procedures
· Performs systems planning, performance management, capacity planning, testing and validation, benchmarking, information engineering, and systems engineering plans
· Ensure all reports are compliant with Joint Requirements Council (JRC) document production (e.g. Capability Analysis Study Plan (CASP), Capability Analysis Reports (CAR), Concept of Operations (CONOPS), Operational Requirements Document (ORD)).
Required:
· MS in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program with 5 years of experience.
· Experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
· Experience with and strong understanding of systems engineering lifecycle
Preferred:
· USCG Plan support experience
· Knowledge of DHS Joint Requirements Integration and Management (JRIMS) process
