Herzog is Hiring a Safety Manager Near Albuquerque, NM

Overview

Herzog Transit Services, Inc. is currently seeking a Safety Manager in Albuquerque, NM. The ideal candidate for this job will be a safety professional with knowledge of railroad operating practices and commuter rail experience.

Duties and Responsibilities:

*This is a non-exhaustive overview of the job duties for this position.

  • Responsible for oversight of all Safety related activities, programs, and guidelines of a Commuter Railroad including but not limited to Operations, Transportation, Track, Signal and Mechanical forces.
  • Responsible for the implementation and continued maintenance of all NMRX Agency and HTSI Corporate Safety Programs at the project level.
  • Responsible for HTSI’s continued compliance with the NMRX System Safety Program Plan.
  • Compliance oversight of FRA required Commuter Rail programs including but not limited to 49 CFR Parts 217, 219, 225, 228, 238, 239, 240, 242, 243, 270, 272.
  • The person in this position will be designated as the DER per 49 CFR Part 219.
  • The person in this position will be designated as the program administrator for 49 CFR Parts 217, 240, and 242.
  • Availability to respond 24 hours a day, 7 days a week to emergency situations on all locations of a 100-mile railroad corridor.
  • Work directly with other Department Managers in strategizing short, medium, and long-term goals for managing hazardous working conditions and eliminating unsafe employee activities.
  • Work with local labor organization leadership in the resolution of safety related concerns.
  • Assist managers and supervisors in investigating and documenting all property damage, personal injuries, safety violations and unsafe conditions and activities. Review documentation to ensure that all required records and reports are complete, accurate and submitted per established procedures.
  • Assist in the development, implementation and coordination of the safety training programs. This may include employee orientations, specific program trainings, monitoring and assisting in monthly safety meetings, supervisor trainings and accident awareness trainings.
  • Ensure that all sub-contractor employees comply with jobsite safety rules and regulations.
  • Responsible for the scheduling and execution of internal audits and evaluation of regulatory programs.
  • Responsible for preparation for external audits such as FRA, NMRX and other external regulators.
  • Perform risk assessments and utilizes safety assessments, accident/injury trend analyses, safety performance data and input from other departments to identify potential safety deficiencies and corrective actions.
  • Track unusual occurrences and events and maintain statistics for the NMRX corridor.
  • Provide accurate monthly, quarterly, and annual reports on required due dates per contractual and federal obligations.
  • Actively participate in the NMRX Safety Committee Meetings.
  • Ensure compliance with all Federal, State, NMRX, and HTSI required postings at all on duty locations.
  • Carry out other duties as assigned or requested.
  • This position reports directly to the HTSI Rail Runner General Manager and has reporting requirements to several Senior NMRX Personnel and HTSI Corporate Safety leadership.
  • Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
  • Regular and predictable attendance and punctuality are a requirement for this position.
  • Other duties as assigned.

Qualifications:

  • Minimum of 7 years of relevant prior management experience with a commuter railroad operation, with demonstrated experience of mechanical and operations, and working knowledge of, and experience with working with applicable regulatory authorities (FRA, OSHA).
  • Experience with management and oversight of FRA programs.
  • Experience with management and execution of a drug and alcohol program, to include DOT regulated and non-DOT Company drug testing programs.
  • Demonstrated experience with on-sight safety audits of facilities and railroad assets.
  • Demonstrated experience with internal and external auditing procedures for safety program and plan compliance.
  • Experience with all facets of accident and incident investigations, including but not limited to proper documentation, root cause analysis, report preparation, and execution of corrective actions upon determination of cause.
  • Proficiency with Railroad operating rules including the General Code of Operating Rules preferred.
  • Ability to work with common software including Microsoft Word, PowerPoint, Teams, Excel, and Outlook is required. Advanced ability preferred. Familiarity with creating trend analysis, tracking projects from start to completion and the ability to organize and illustrate data in such a way to be able to present to varying audiences is required.
  • Excellent interpersonal, verbal, and written skills are required.
  • Ability to communicate safety philosophies to all levels of employees within an organization, from entry level to corporate.
  • Demonstrated history of establishing and maintaining positive client/contractor relationships.
  • OSHA 30 Hour General Industry is preferred.
  • Knowledge of APTA Best Practices Manual preferred.
  • Candidate must have the ability to research and interpret rules, regulations, directives, and contract language and apply applicable procedures or processes.
  • Experience working within an Organized Labor environment preferred.
  • Experience with behavior-based and/or risk reduction safety programs; able to develop Site Specific Work Plans and Job Safety Analyses.

Pre-Employment Requirements:

  • Subject to pre-employment background check and motor vehicle report review.
  • Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.

Physical Requirements:

The physical demands described below must be met by an employee to successfully perform the essential job functions of this role. This is a non-exhaustive overview of the physical requirements of this job.

  • Perform light work, occasionally exerting up to 20 pounds of force.
  • Able to walk on uneven surfaces.
  • Occasionally ascend/descend step ladders and/or stairs.
  • Regularly sit and stand for an extended period of time.
  • Regularly kneel, bend, and squat.
  • Must successfully pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals as required by the position.
  • Able to work in conditions with loud noise; work on/around heavy/moving machinery.
  • Able to work outdoors in all weather conditions (hot, cold, rain, snow, and sleet).
