SG 25 -Bachelor's degree in public health, public administration and policy, epidemiology, statistics, biostatistics, mathematics, social sciences, engineering, health economics, economics, finance, or a related degree. AND Four years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and two years of such experience in the appropriate field; OR and Ph.D. in an appropriate field may substitute for an additional year of experience.
Preferred Qualifications: Master’s degree in Public Health, Epidemiology, Statistics or a related field. Advanced Statistical Analysis Software (SAS)/Structured Query Language (SQL) programming skills. Experience in data management and/or analysis using large databases. Familiarity with quality measures used in primary care. Experience with or knowledge of New York State public health insurance programs. Experience with Access and/or Excel.
The RS3 will be assigned to the Bureau of Quality Measurement and Evaluation in the Center for Applied Research and Evaluation. The incumbent will lead original research studies, design and conduct research and analyses to evaluate managed care health plans and Value Based Payment contractors with quality and utilization data. Value Based Payment and alternative payment programs impact millions of New Yorkers and this role will be the lead on managing the dissemination of the data surrounding the quality of care those members receive. This includes managing different sources of data including intake of a large member file, a contract database, and other quality data indicators. The RS3 will use various statistical approaches, including logistic regression, to lead the development of answers to research questions using administrative data. This includes development of research and analytical plans, overseeing the coordination with data managers, and conducting appropriate analyses. This position will oversee, update, and build custom based SAS and SQL coding to produce quality measure results focused on distinct populations of New Yorkers. The RS3 will become a subject matter expert in quality measure value sets and will help prepare data to aid internal and external stakeholders in their recommendations for the production of these value sets. The incumbent will disseminate findings of research in written reports, journal articles and professional presentations, and will provide oversight, direction and mentorship of staff to accomplish the Bureau’s research agenda.
