Health, Department of is Hiring a Research Scientist 3 (Health Informatics, Biostatistics, Health Economics) - 63502 Near Albany, NY

SG 25 -Bachelor's degree in public health, public administration and policy, epidemiology, statistics, biostatistics, mathematics, social sciences, engineering, health economics, economics, finance, health informatics, business administration, or a related degree. Related degrees may include Computer Science, Bio-informatics, physics, genetics, or analytics. AND Four years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and two years of such experience in the appropriate field; OR a Doctorate in the appropriate field.
Preferred Qualifications: Strong statistical and data management skills. Demonstrated experience in data analysis, management, and validation. Proven experience developing statistical programs in SAS, SQL, or R to compose research and reporting databases for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Experience developing and applying algorithms to link health care data across multiple data sources. Experience with large database management. Proven experience analyzing health care claims data or other administrative data sources. Experience with visualization software such as Tableau is a plus. Excellent communication, organization, and program management skills. Ability to work independently and in a fast-paced team environment.

Duties Description

The Research Scientist 3 (RS3) in the New York State Department of Health’s Office of Health Services Quality and Analytics will help to ensure that all New Yorkers irrespective of their person and care setting will have access to health care services that are safe and of the highest quality consistent with the best available evidence. The RS3 will work for the Bureau of Vital and Health Statistics to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including health care services analysis, facility quality metrics, development of public data sets, and other ad hoc requests.
These projects include, but are not limited to:
Development of research, analysis, reporting, and evaluation activities; Development of public data sets, visualizations and dashboards using All Payer Data (APD) and other data; Development of processes and methodologies to evaluate data utility and quality; Application of quality metrics for comparisons of care, health outcomes, costs across payers, service types, facilities, and geography; Conduct analyses related to COVID-19, Vital Statistics, maternal and child health, stroke, sepsis, primary care, and any other emerging health priorities; Development of statistical briefs, peer-reviewed manuscripts, and technical documentation; Supervise research staff.
