Position Specific Description

Recruitment Number 23-271TY, Information Technology Specialist VI (Help Desk Supervisor/Windows Server/Active Directory), SR-26, Honolulu, O`ahu.

Summary of Duties

The position is the section supervisor and works with Information technology (IT) such as PC/LAN connectivity, office automation applications like word processing, electronic spreadsheet, email, and database management. The position will setup servers to provide file, print and authentication services and manage access through directory services by the setup of user accounts, group profiles, and group membership. The position will provide technical guidance to staff on Windows Server with Active Directory as the help desk supports issues among circuits statewide. The work includes analysis, specification, design, build, implementation, and support of IT.

Minimum Qualification Requirements

Education Requirement: Graduation from an accredited college or university with a Bachelor's degree.
Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience Requirement: Three and one-half (3½) years of progressively responsible professional work experience in information technology which involved the analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.
For the IT Specialist IV and higher levels, at least one (1) year of the required specialized experience must have been at the fully-competent level comparable to the Information Technology Specialist III level in state/county government.
Windows Server with Active Directory Experience Requirement: Of the required three and one-half (3½) years of specialized experience, two (2) years of experience must have included the development and planning of requirements, design and deployment of Windows Server with Active Directory across a wide area network (WAN) for at least 200 users. This work should have involved the setup and maintenance of user profiles, group policies, file security, patch management, Replication, Domain Name Service (DNS) and Dynamic Host Configuration Protocol (DHCP). The experience should have demonstrated the ability to function in a lead capacity and may have been gained in a System Administrator role with experience in recent versions of Window Server. This experience may have been gained separately or concurrently with the Specialized Experience.
Staff Specialist Experience Requirement: One (1) year of professional work experience as a staff specialist in a highly specialized area of information technology which involved providing services for a variety of programs and systems, such as database management, telecommunications networking, operating systems, IT security or other comparable area, or for a highly complex and major system involving integrating multiple systems and/or multiple system components that have a major effect on the work of the organization; the delivery of multiple purposes or functions, servicing multiple users and/or jurisdictions with differing needs, is utilized by large groups of users, requires on-line (real-time) interfaces, etc.; and is regarded as the technical expert by other agencies for the specialized IT area or system in resolving or assessing controversial or precedent setting issues concerning the specialty area.
Supervisory Aptitude: For the IT Specialist VI level, supervisory aptitude rather than actual supervisory experience may be accepted. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Substitutions Allowed:
1) Possession of a bachelor's degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.
2) Partial completion of a master's degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience.
3) Possession of a master's degree in computer science from an accredited college or university may be substituted for one and one-half (1½) years of the required Specialized Experience.
4) Possession of a Ph.D. in computer science from an accredited college or university may be substituted for two and one-half (2½) years of the required Specialized Experience.
5) Excess staff specialist, supervisory and/or administrative experience of the types and quality described above may be substituted for Specialized Experience on a year-for-year basis.
