Hamilton-Madison House (HMH) is the leading provider of behavioral health services for New York City’s Asian community and the second largest provider in the country. HMH serves nearly 1,000 community members through a comprehensive program model that understands and incorporates the strengths of individual cultures and addresses the stigma related to mental illness. Services range from psychological services; personalized recovery-oriented services for individuals with mental illness; recovery programming for addiction in six languages and seven dialects; supportive housing for people with mental health issues; and training and internship opportunities for graduate students in social work, mental health counseling, and psychology. The Clinical Director of Behavioral Health Services is responsible for leading and supervising clinical staff in the organization’s outpatient behavioral health clinics. The Clinical Director leads clinical compliance for mental health disorders in accordance with Federal and State regulations and the management of multiple service lines in accordance with behavioral health and substance misuse contract funders including OMH and OASAS. The Clinical Director will establish and implement clinical best practice policies and procedures, individual/group supervision, case conferencing, quality assurance and improvement, incident management, and review of treatment plans. The Clinical Director will work with the Assistant Executive Director (AED) to be a liaison between HMH and other behavioral health agencies and develop and maintain relationships with other organizations on service delivery, research, community services, and outreach efforts. The position may include carrying a small caseload of direct clinical work. The Clinical Director will also serve as the clinical and administrative back-up of the AED, with oversight of all program leads and staff as needed.

Responsibilities:

• Directs the day-to-day operations and provides clinical oversight in the delivery of behavioral health services across all outpatient mental health clinics.
• Provide clinical and administrative supervision to mental health clinicians, supervisors, interns, and program directors and staff as needed.
• Represent HMH to external stakeholders at meetings, conferences, and seminars.
• Ensure internal, external, local and federal compliance and quality assurance.
• Coordinate relationships with mental health providers and facilitate appropriate referrals and intakes for the mental health program.
• Ensure program clinical effectiveness and financial sustainability by monitoring clinician productivity and outcomes.
• Prepare and submit relevant program reports as assigned by the Assistant Executive Director in a consistent and timely manner.
• Collaborate with behavioral health leadership such as facilities, billing, and administrative managers whenever appropriate.
• Supervise the operation of the mental health internship and psychology internship programs as needed.
• Participate in community education and outreach, act as a clinical consultant to other HMH programs as needed.
• Work after hours occasionally when needed and be available on an “on-call” supervisor schedule for crisis intervention consultation at all program levels.
• Attend all required meetings, seminars and trainings as deemed necessary.
• Assist Assistant Executive Director with special projects.
• Any other responsibilities deemed necessary as assigned by the Assistant Executive Director pertaining to provision of effective services to patients and/or the community.

Qualifications:

• Licensed Mental Health Counselor. Licensed Clinical Social Worker, Licensed Psychologist: PhD, PsyD
• 3 years of post-graduate clinical experience.
• Skills in supervising, evaluating, and disciplining staff of professionals.
• Demonstrated progressive advancement in managerial/administrative position, particularly in behavioral health.
• Proficiency in medical billing with an understanding of revenue cycle management as it relates to data capture for creating claims.
• Computer literacy and knowledge of EHR systems are required.
• Bilingual English/Chinese preferred.
• Knowledgeable of Lower East Side and/or AAPI community providers and resources.
• Excellent interpersonal, oral, written, and communication skills to work with a multidisciplinary team.
• Prior community-based work and non-profit experience a plus.
• Experience and interest in research, outreach and mentoring of junior clinicians.
• Sensitivity to diverse cultural and linguistic populations.

Compensation: $75,000-$82,000 (depending on education and experience)

Hours: Tuesday, to Saturday, 37.5 hours/week
