Our client is actively looking for a Financial (cost) Analyst in the Washington DC area.
Job Description:
The Financial Analyst will provide comprehensive operational analysis support on a day-to-day basis, including rapid response to urgent taskers and active participation in various strategic meetings and forums such as IPTs, HPTs, SGROC, CDOG, and others as directed by AFMRA/SG5. Key responsibilities include preparing cost estimates for joint or AFMS medical modernization portfolio and acquisition programs, conducting cost analysis across multiple domains including IM/IT, Defense Acquisition, Science & Technology, Research and Development Investment Strategy, and Medical Readiness. The role involves performing alternative and affordability analyses, utilizing historical performance models, cost models, and program metrics. Additionally, the Financial Analyst will assess cost and budget impacts of program alternatives, prepare briefings for senior leadership, and conduct various cost analyses including Work Breakdown Structure (WBS), Business Case Analysis (BCA), Life Cycle Cost (LCC), Cost as an Independent Variable (CAIV), Cost benefit/cost risk analyses, affordability/supportability analysis, Market Research analysis, commercial off the shelf product evaluation and analysis, Earned Value Management (EVM), Return on Investment (ROI) analysis, and Rough Order of Magnitude (ROM) estimates. The position requires conducting interviews, research, and data analysis, translating technical/programmatic language into cohesive written documents and presentations, and assisting senior Government staff in the development of acquisition strategies, analyses, plans, and documents. Additionally, the Financial Analyst will respond to queries, prepare reports, justifications, and background papers as applicable, and provide weekly project status progress updates to the COR or leadership.
Requirements:
  • Bachelor's degree in science such as Finance, Accounting, Statistics, or related discipline
  • Mid-Level position: 4 years’ experience in financial analysis and competency in two or more of the following analyses: ROI, ROM, WBS, BCA, LCC, CAIV, AoA, cost benefit/cost risk analysis, affordability/supportability analysis
  • Proficient in MS Office applications and MS Project Software
  • Excellent interpersonal skills, ability to work independently and as a team member, and establish a network of contacts
  • Excellent oral and written communication skills, experience briefing senior leaders, interfacing with all levels of personnel, and writing technical documentation, operating instructions, policy memorandums, concept of operations, or capabilities development documents
  • Ability to meet the requirements outlined in the PWS section 3.2.5 without further training, except for familiarization of policies and procedures governing the Air Force Medical Service
  • Prior cost analysis experience in support of DoD acquisition programs
  • Active favorable T1 clearance
